Rich Lopez, who was previously an in-house lobbyist for General Motors, will be a senior vice president at the firm. Rep. Tony Cárdenas (D-Calif.) praised Lopez in a statement released by Forbes Tate as "a master of the legislative process" and applauded the firm for "increasing the diversity of their team." And Jerri Ann Henry , who was previously executive director of Log Cabin Republicans, will be a vice president, working on media and advertising for clients. TRADE GROUPS APPEAL FOR BETTER TESTING, LESS TRAVEL QUARANTINE: Trade groups representing airlines, airports, hotels and the broader travel industry urged the Trump administration in a letter today "to pursue a risk-based and data-driven approach to COVID-19 testing which would obviate the need for quarantines and travel bans so that the travel network can be safely re-opened." Among the signatories: Airlines for America, Airports Council International — North America, the American Hotel & Lodging Association , the U.S. Chamber of Commerce and the U.S. Travel Association. — Eighteen states mandate some sort of quarantine for travelers arriving from other states or countries, according to the trade groups. "This patchwork of rules is confusing and discourages travel," they wrote in the letter to Health and Human Services Secretary Alex Azar, Transportation Secretary Elaine Chao and acting Homeland Security Secretary Chad Wolf. "Furthermore, there are alternatives to quarantines, such as testing and screening of passengers at or ahead of departure, that can significantly reduce the risk of importation of COVID-19 and may actually be more effective due to the difficulties in enforcing compliance with quarantine requirements." The committee "voted 12-0 to authorize the subpoenas, with all Judiciary Republicans voting in favor. Democrats boycotted the session over a separate vote on Supreme Court nominee Amy Coney Barrett." — "Facebook and Twitter have faced mounting criticism from President Donald Trump and his Republican allies for limiting the spread of disputed New York Post reports about Democratic presidential nominee Joe Biden and his son." Sen. Lindsey Graham (R-S.C.), the committee's chairman, "said Thursday that he hoped the move would give the committee 'some leverage to secure their testimony.'" MEET SPACEX'S NEWEST LOBBYIST: " Elon Musk, the billionaire founder and CEO of SpaceX, spoke directly to [Federal Communications Commission Chairman] Ajit Pai on a conference call this week to request the agency reserve the 12 GHz airwaves for satellite use and not repurpose the frequencies for wireless 5G," POLITICO's John Hendel reports. "Musk's direct conversation with the FCC chief marks an escalation in the simmering 5G lobbying battle, which comes as wireless carriers and tech companies clamor for more spectrum as they eye the onset of next-generation wireless service. Although SpaceX has frequently lobbied the FCC in recent years, Musk himself has rarely intervened." | | THIS WEEK - NEW EPISODES OF POLITICO'S GLOBAL TRANSLATIONS PODCAST : The world has long been beset by big problems that defy political boundaries, but many of those issues exploded over the past year. "But if former Vice President Joe Biden wins the presidency, can he afford to fire him?" Slaoui, a former GlaxoSmithKline executive, "has adamantly refused to sell off a $10 million investment in his former employer, even as that company has taken in major Warp Speed funding." — House Democrats are investigating Slaoui's hiring, and Sen. Elizabeth Warren (D-Mass.) has said he should be the "first person to be fired." But many in public health also believe Slaoui is the perfect person for the job. He's "one of the only scientists who has had a first-hand role in dramatically accelerating a vaccine development program: He led GSK's sprint to develop an Ebola vaccine in 2014." — "'It's a big dilemma: you risk loss of coordination and time if you replace the person who is really leading the charge on vaccines, and it's time that we don't have,' said Arthur Caplan, a professor of bioethics at NYU Langone Health , who added that he would advise the Biden team to take this conundrum 'hugely' seriously. 'This is going to be one of their major decisions.'" Biden's advisers, meanwhile, "are already having conversations with companies involved in the initiative, two companies funded by Warp Speed told STAT." TWITTER SHUTS DOWN ITS PAC: Twitter terminated its PAC "on Thursday, donating its remaining cash to a pair of nonprofit charitable organizations that preach inclusion and diversity, according to a new filing with the Federal Election Commission," Business Insider's Dave Levinthal reports. The PAC "split its remaining $117,178 between the NALEO Educational Fund, which works to facilitate 'full Latino participation in the American political process,' and the Ross Initiative in Sports for Equality, which aims to 'eliminate racial discrimination, champion social justice and improve race relations' throughout athletics. A Twitter representative could not immediately be reached for comment." WHAT APPLE'S LOBBYING ON: Apple "has been lobbying the U.S. government on tax breaks to support domestic chip production, suggesting the iPhone maker is keen to move more of its supply chain to the U.S.," Bloomberg News' Mark Gurman reports. "In second- and third-quarter disclosure reports, the company said it lobbied officials from the Treasury Department, Congress and the White House on tax topics including 'issues related to tax credits for domestic semiconductor production.' … Apple's U.S. lobbying efforts are now mostly led by company veteran Tim Powderly, who was promoted around the time Cynthia Hogan, Apple's prior top U.S. lobbyist, left to join" Joe Biden's campaign. | | GLOBAL PULSE, GLOBAL PURPOSE: At a high-stakes moment when global health has become a household concern, it is pivotal to keep up with the politics and policy driving change.
