Happy Tuesday, Illinois. We’re four weeks away from the Illinois Primary.

TOP TALKER

Gov. JB Pritzker will make two big appearances this week. Wednesday, he’ll present his vision for the state in his annual budget address to the Illinois General Assembly, including a request of $182 million to help care for the stream of asylum seekers coming to Illinois. And Saturday, he’ll put on his political hat and rally Democrats in Nevada ahead of a primary election that includes a referendum on abortion rights.

Now in his second term, Pritzker remains a popular figure in Springfield and a name that continues to pop up nationwide as an outspoken supporter of President Joe Biden and a potential presidential candidate himself one day.

Pritzker has made an effort to keep his door open to Republican as well as Democratic leaders in Springfield, even though the state’s General Assembly is dominated by Democrats and doesn’t always need bipartisanship support to get legislation passed.

On the campaign trail for Biden, Pritzker is pure partisan, able to make sharp attacks against former President Donald Trump, who appears to be the likely GOP nominee for president.

On Saturday, Pritzker will attend the Nevadans for Reproductive Freedom rally in Las Vegas to kick off a campaign to qualify an abortion rights constitutional amendment for the 2024 Nevada ballot. Pritzker’s national PAC, Think Big America, is helping support the effort to the tune of $1 million.

Pritzker will speak in support of the effort and we’ll be watching for him to take a poke at Trump over news last week that the former president favors a national ban on abortions after 16 weeks of pregnancy.

This time, what happens in Vegas will go national.

THE BUZZ

LOBBYING LOWDOWN: Illinois Secretary of State Alexi Giannoulias has a proposal being considered in the General Assembly that would strengthen a weak state lobbying law by requiring lobbyists to report the compensation they receive from their clients. It would give the secretary of state’s office “the power to boot bad actors.” Giannoulias’ proposal mirrors a city rule on lobbyist reporting, the Tribune’s Ray Long and Dan Petrella report.

The irony: Giannoulias’ office already documents who lobbies who, so this legislation carried by state Rep. Maurice West would add a new layer of accountability. It comes on the heels of two state officials being found guilty as part of lobbying investigations. One of those was the former chief of staff to former House Speaker Michael Madigan — who once tried unsuccessfully to keep Giannoulias from running for public office. Giannoulias would win that Democratic primary for the U.S. Senate in 2010, though he lost in the general election.

2024 WATCH

— GETTING INTERESTING: Incumbent state Sen. Natalie Toro has received another $150,000 from Senate President Don Harmon’s Illinois Senate Democratic Fund, just a few days after receiving $100,000. And today, Toro will get the endorsement from the Gun Violence Prevention PAC Illinois (G-PAC) and Giffords PAC. Toro, a kindergarten teacher and member of the Chicago Teachers Union, is in a fierce fight to hold on to her seat. Challenger Graciela Guzman is endorsed by the CTU, which just gave her campaign an in-kind contribution of $42,000 to pay for mailers.

— FIRST IN PLAYBOOK: The Cook County state’s attorney race is seeing more endorsements come in. Clayton Harris III has been endorsed by state Rep. Theresa Mah, and Alds. Desmon Yancy, Jeanette Taylor, Matt Martin and Leni Manaa-Happenworth. And fellow Democrat Eileen O’Neill Burke has been endorsed by former alderman & Democratic Committeeman Tom Tunney, former Ald. Michele Smith, former State Rep. Julie Hamos and Democratic Committeeman Joe Cook.

— Referendum opposition: Chicago Forward is out with a new ad opposing the Bring Chicago Home referendum that would raise the real estate transfer tax for high-end sales to benefit efforts to fight homelessness. Chicago Forward is headed by Resolute Public Affairs founder Greg Goldner. The ad is out just as the National Association of Realtors plunked $750,000 also toward opposing the referendum.

— Big money, obscure job: Cook County Assessor Fritz Kaegi has given $150,000 to the “Stop Tax Corruption in Cook County” group formed solely to fight Larry Rogers Jr.’s reelection bid for the Cook County Board of Review, a government agency that hears taxpayer’s appeals of their property assessments.

— In IL-07, Congressman Danny Davis faces a fractured primary that pits questions about age against seniority, by WBEZ’s Mariah Woelfel. NEW: Davis to announce endorsements from the Chicago City Council today.

— In IL-11, Congressman Bill Foster is endorsed by Sierra Club Illinois, and challenger Qasim Rashid's is endorsed by Peace Action.

— In IL-12, Congressman Mike Bost got a boost from Ohio Congressman Max Miller, a former senior adviser to Donald Trump. Miller spoke at the Effingham County GOP’s Lincoln Day Dinner, where he reiterated his support for Bost after endorsing him earlier in the campaign. In a separate event, Florida Congressman Matt Goetz made it official by endorsing Darren Bailey, who is challenging Bost, via WSIL-TV.

— Mariyana Spyropoulos, who’s running for Cook County Circuit Court clerk, has been endorsed by the Tribune.

— BIG INVESTIGATION: Patients reported sexual abuse by medical providers. Health care systems let them keep working: The state health department said it is now working with state Rep. Kelly Cassidy, a Chicago Democrat, on legislation that would “create financial penalties for hospitals that fail to report sexual abuse cases by staff” to the department,” report the Tribune’s Lisa Schencker and Emily Hoerner.

After Illinois banned assault weapons, rural gun owners registered very few of them: “A new law allowed gun owners to keep assault weapons if they disclosed them. Illinois county registration rates ranged from 0.5 percent to 1.8 percent,” by WBEZ’s Mawa Iqbal, Amy Qin and Matt Kiefer.
