Kryzak, whose work at the FTC touched on antitrust, Covid relief fraud and surveillance and privacy, and who previously spent a decade working for Senate Majority Leader Chuck Schumer, will work to enhance collaboration between the firm's lobbying and creative and comms arms. She will also advise clients on navigating FTC issues and develop strategies for clients, specializing in infrastructure, privacy and technology issues, but will not register to lobby. — Caitlin Canter is leaving Capitol Counsel, where she was a principal, to join Subject Matter's lobbying arm. Canter previously served as deputy chief of staff to former Rep. Devin Nunes (R-Calif.) — who was next in line to lead the House Ways and Means Committee before leaving office — and will lobby the Ways and Means as well as House Republican leadership on health care, tax and trade issues. HOUSE, FED STAFFERS HEAD TO CRYPTO FIRM: Crypto investment firm Paradigm is continuing to build out its D.C. office. John Heinemann will be a U.S. policy manager, leading policy work focused on legislation and regulations, as well as the implementation of President Joe Biden's executive order on digital assets. Heinemann has spent the past three years as a staffer on the House Financial Services Committee, most recently as deputy chief oversight counsel. — Brendan Malone , who has spent more than half a decade as a policy analyst at the Federal Reserve, is joining as a policy associate. Earlier this year the company tapped Justin Slaughter, a former director of the SEC's Office of Legislative and Intergovernmental Affairs, to be its policy director. Learn why advancing American competitiveness requires swift federal investment in U.S. chip research, design, and manufacturing. | | | FORMER TOP UBER LOBBYIST LEAKS TROVE OF BRUISING DOCS: Mark MacGann, a longtime European lobbyist who was tapped to spearhead Uber's aggressive expansion into Europe, Africa and the Middle East under founder and former CEO Travis Kalanick, came forward this morning as the whistleblower who had leaked more than 100,000 internal documents to The Guardian that have already spurred calls for investigations into French Prime Minister Emmanuel Macron and a former EU commissioner. — The documents, which date from 2013 to 2017, show Uber executives discussing how sometimes violent backlash against their drivers could be used to win sympathy from regulators. They also shed light on how a pair of former advisers to President Barack Obama worked to use their connections as top Democratic strategists to build support overseas for the then-nascent rideshare company. — David Plouffe, who ran Obama's 2008 campaign and later became Uber's head of global policy, and Jim Messina, who ran Obama's reelection campaign, "promoted and advised Uber in places where it faced toughest resistance, at times infusing an aura of legitimacy around a company that was known for openly flouting regulations and laws," per the Guardian's Felicity Lawrence and Stephanie Kirchgaessner. — MacGann, meanwhile, told the paper that the company's strategy in places with heavily regulated taxi markets "was essentially to break the law, show how amazing Uber's service was, and then change the law. My job was to go above the heads of city officials, build relations with the top level of government, and negotiate. It was also to deal with the fallout." — The documents MacGann shared with The Guardian were then provided to "180 journalists in 29 countries via the International Consortium of Investigative Journalists" to conduct a broad investigation into Uber's behind-the-scenes maneuvering, according to the paper. In a statement, spokesperson Jill Hazelbaker acknowledged the company had made "mistakes" prior to Kalanick's ouster. — "We have not and will not make excuses for past behavior that is clearly not in line with our present values," she said, pointing to changes made by new CEO Dara Khosrowshahi. "Instead, we ask the public to judge us by what we've done over the last five years and what we will do in the years to come." BIDEN OFFICIALS FRETTED OVER ENDORSEMENT OF SCHMIDT INITIATIVE: "This past spring, Eric Schmidt, the former CEO of Google, received the ultimate gift: a straight-to-camera endorsement from the president of the United States," POLITICO's Alex Thompson reports. — "In the video, the most powerful man in the world touted Schmidt's 'Quad Fellowship'— a new scholarship for American, Indian, Japanese and Australian graduate school students that is operated and administered by Schmidt Futures, the charity arm that Schmidt uses for a variety of initiatives in science and technology." — "Behind the scenes, however, there were concerns within Biden's administration about the president endorsing an initiative of an outside entity founded by Schmidt, one of the richest men in the world, according to two people familiar with the matter who were granted anonymity because they weren't authorized to speak about the internal dynamics." — "The red flags prompted the State Department to draft talking points in case questions of impropriety came up, according to a copy of the drafted talking points obtained by POLITICO. … It is one of many instances of Schmidt's efforts to cultivate a close relationship with the Biden administration." MICHAEL TORREY ADDS A DEMOCRAT: Katie Naessens is joining the food and ag-focused lobbying firm Michael Torrey Associates as a vice president. Naessens most recently served as a senior Democratic staffer on the Senate Agriculture Committee and before that worked for Agriculture Secretary Tom Vilsack during his first turn in the role in the Obama administration. FLYING IN: Executives and behavioral health specialists from children's hospitals across the country are set to meet with policymakers this week as part of a fly-in held by the Children's Hospital Association. The trade group will participate in a roundtable with HHS leadership on Wednesday at the agency's headquarters focused on the mental health crisis among children and teens. — Advocates also have meetings scheduled with staff of Sens. Bob Casey (D-Pa.) and Bill Cassidy (R-La.) and Reps. Lisa Blunt Rochester (D-Del.), Michael Burgess (R-Texas), Anna Eshoo (D-Calif.) and Brian Fitzpatrick (R-Pa.) to press for policies to expand access for mental health care for children and improve pediatric mental health care.

Roberts most recently was vice president of the health care and critical infrastructure practices at Venn Strategies, and is a Dan Sullivan alum. — Troy Blackwell is now press director at the Peace Corps. He most recently was founder and CEO of Ready for Change, and is a Biden campaign alum. — Autos Drive America has hired Andrea Mejia as a manager of public affairs. Mejia has experience with both BMW of Fairfax and BMW of North America, where she interned with the government and external affairs team.
