Find out how Aon is helping businesses minimize the risk of supply chain disruptions. | | REVENUES STAY CLIMBING ON K STREET: Nearly every top firm on K Street saw its lobbying revenues jump in the second quarter of the year with several reporting record hauls as infrastructure negotiations, the persisting economic fallout from the pandemic, legislation targeting China and antitrust sentiment fueled a flurry of lobbying. The quarter's top two earners, Brownstein Hyatt Farber Schreck and Akin, Gump, Strauss, Hauer & Feld, both had their best quarters ever as Brownstein kept its hold on the No. 1 spot. Brownstein's $14.1 million quarter and Akin Gump's $13.7 million quarter marked double-digit percent increases over the beginning of the year, as well as compared with this time last year. K&L Gates brought $5.2 million for its best quarter ever, as well as its best half-year ever. Still others, like Tiber Creek Group and Kountoupes, Denham, Carr & Reid, reported massive increases of more than 40 percent compared with their lobbying revenues in the second quarter of last year. — "There is an incredible amount of action going on in Washington, and so you've got where Washington is juggling really an incredible number of different items, you know, with the new administration, a new Congress, new leadership in the Senate," Marc Lampkin, the managing director of Brownstein's Washington office, said in an interview, calling his firm's lobbying revenues last quarter "eye-popping." It doesn't hurt, he added, that President Joe Biden has an "active agenda" made up of "lots of issues for lots of companies and industry groups to be concerned about," such as how massive legislative packages will be paid for. — Hunter Bates , a partner at Akin Gump, told PI, "It's been the busiest year and a half that I can recall," but that "when you have extraordinary spending and revenue proposals, it merits an extraordinary level of engagement," Bates said. "And I think that's what we have seen over the last year and a half, and it's only continued in the second quarter of this year." Even so, Brian Pomper, the firm's public law and practice co-head, said that even so he and Bates saw the final number and thought it might be a typo. "It's just — it was such a surprisingly large number." That doesn't even account for the lobbying that will take place once the bills Congress is considering morph into federal programs that will need enacting, they noted, or future action on health issues, which Akin Gump has begun to staff up for. FLYING IN: With infrastructure talks at a pivotal moment, the National Association of Manufacturers dispatched nearly 100 industry leaders to meet virtually with two dozen key votes in the House and Senate to push for the bipartisan infrastructure framework and ward off changes to the tax code Democrats have eyed as revenue raisers for their $3.5 trillion reconciliation plan. The group's representatives have met mostly with staff from the offices of Sens. Kyrsten Sinema (D-Ariz.), Mark Kelly (D-Ariz.), Joe Manchin (D-W.Va.), Shelley Moore Capito (R-W.Va.), Mark Warner (D-Va.) and Rob Portman (R-Ohio), according to the trade group, after votes foiled plans to meet with members themselves. After a cloture vote on the bipartisan bill failed due in part to the lack of finalized text, NAM Chief Executive Jay Timmons urged lawmakers to "keep talking and continue their work," contending that "such historic achievements are never easy." — Property and casualty insurance giant Allstate also held a virtual fly-in today, where both agents and employees were set to meet with Sens. John Boozman (R-Ark.), Jon Tester (D-Mont.), Mike Rounds (R-S.D.), Reps. Susie Lee (D-Nev.), French Hill (R-Ark.), Nancy Mace (R-S.C.) and more. "The Aug. 25 meeting comes as the White House is scrambling to help companies protect against ransomware attacks from Russia-based criminal syndicates and as the administration also confronts an aggressive cybersecurity threat from the Chinese government." Just Monday, Biden's administration formally accused Chinese hackers of breaching a Microsoft Exchange server, and Beijing of utilizing criminal contract hackers. A National Security Council spokesperson would not tell the AP which business leaders would participate in the meeting, but said it will focus on "how we can work together to collectively improve the nation's cybersecurity." SHOOTING THEIR SHOT: "Advocacy groups are lining up to ask the FTC to take on their chosen targets," Morning Tech reports. "Protect Our Restaurants, an endeavor from antimonopoly groups, is asking [FTC Chair Lina] Khan to probe dominant food delivery apps, while the National Association of Wholesaler-Distributors wants more scrutiny of how third-party sellers fare on Amazon (it raised similar e-commerce concerns with the General Services Administration)." ISRAEL PLOTS DAMAGE CONTROL AFTER NSO REPORT: "The Israeli government is forming a special team to manage the fallout from reports that software developed by Israeli firm NSO was used by governments around the world to spy on journalists, human rights activists and possibly world leaders," Axios' Barak Ravid reports. A series of reports over the weekend from an international consortium of investigative journalists found that Pegasus, a software from NSO designed to track criminals, had been used by governments to spy on journalists as well as critics. The report, for now, is "primarily a media crisis for Israel. But senior Israeli officials are concerned it could morph into a diplomatic crisis." — Israeli officials appeared to fear that though "NSO's export license included terms about the misuse of spyware, the reports would likely influence future deals involving NSO and other Israeli companies. 'It is a very substantial crisis,' a senior Israeli official told me. 'We are trying to fully understand its ramifications. We will have to check whether the reports about NSO warrant a change in our policy regarding the export of offensive cyber technology to other countries.'"
