CMS Approves Five-Year Extension of the Minnesota Reform: Pathways to Independence Section 1115 Demonstration

The Centers for Medicare & Medicaid Services (CMS) approved a five-year extension to the "Minnesota Reform: Pathways to Independence" section 1115 demonstration. This approval extends longstanding demonstration authority to provide home and community-based services (HCBS) to certain individuals aged 65 and over who are in need of nursing facility care and not otherwise eligible for the state's other Medicaid HCBS programs under section 1915 of the Social Security Act because their income or assets exceed applicable financial eligibility limits, as further specified in the demonstration.

The demonstration is effective February 1, 2025 through December 31, 2030. Today's approval and other administrative documents can be found on the Medicaid.gov demonstration page.
