Good Monday morning, Illinois. President Joe Biden says the pandemic is over, though "we still have a problem with Covid."

TOP TALKER

The controversial political move by red-state Republican governors to ship migrants to blue states is causing an uproar in Democratic-led cities, though there could be little to stop it.

It's "pathetic," said Sen. Dick Durbin (D-Ill.), referring to Texas Gov. Greg Abbott and Florida Gov. Ron DeSantis sending migrants to Chicago, New York, Washington, D.C., and, even, Martha's Vineyard.

"These governors are taking advantage of these helpless people, making promises to them to get on the bus and life is just going to be fine," Durbin said Sunday on NBC's "Meet the Press." "Why is it when the Republicans want to enforce their immigration theories, it's always the kids that end up being the victims?"

Gov. JB Pritzker says his office is examining the legality of busing migrants to Illinois. And officials in California and Massachusetts are pressing the Justice Department to investigate.

But some legal experts say there may be little states can do, given the Constitution says the federal government regulates interstate commerce — not states. "That's been held to include the movement of people across borders," Nicole Hallett, a law professor at University of Chicago and director of the Immigrants' Rights Clinic, told your Playbook host.

The optics of it all: Blue states trying to fight red states about shipping migrants puts Democrats in a bind. They welcome migrants to their states, but they oppose Republicans not giving advance notice about sending them. It's a nuance that gets lost in the debate. And Republicans know this.

The only legal action that's likely to occur is if migrants file lawsuits against Florida or Texas. And that's when states like Illinois would be able to push back at Republicans Abbott and DeSantis.

THE BUZZ

New poll: Nuestro PAC — a national political action committee focusing on Latino voters — is urging Rep. Jesus "Chuy" Garcia to jump into the Chicago mayoral race.

The PAC says its polling shows Garcia and incumbent Mayor Lori Lightfoot "tied as the standouts in a big field and Lightfoot saddled with a high disapproval rating," scooped Sun-Times' Lynn Sweet.

What the report doesn't say: What the head-to-head numbers are between Lightfoot and Garcia. Not revealing those numbers has some wondering if Lightfoot has the edge in the race.

Breaking it down: The poll shows Lightfoot getting 25 percent to Garcia's 24 percent. Businessman Willie Wilson: 13 percent. Former Chicago Public Schools chief Paul Vallas: 9 percent. And former Gov. Pat Quinn, who hasn't officially jumped in the race, getting 6 percent.

The poll results show "the steep uphill battle" for the many candidates already in the mayor's race with 67 percent of those surveyed saying they might change their minds, according to Sweet.

Interesting takeaway: The poll shows Lightfoot is winning with whites and Blacks and is second for the Latino vote.

What's in a name: "Only 6 percent did not recognize Lightfoot's name or know enough to have an opinion; in contrast to 22 percent for Wilson; 24 percent for Garcia; 26 percent for Quinn; 45 percent for Vallas; 59 percent for Ja'Mal Green; 60 percent for Ald. Raymond Lopez; 64 percent for Ald. Roderick Sawyer and Ald. Sophia King; 77 percent for state Rep. Kam Buckner; and 78 percent for Cook County Commissioner Brandon Johnson."

— Mayor Lori Lightfoot has been endorsed by the LGBTQ Victory Fund, a national organization dedicated to electing LGBTQ leaders to public office. According to the organization, Lightfoot is the nation's highest-ranking out LGBTQ mayor and only Black out lesbian mayor.

— Northwest Side Progressive Independent Political Organizations (IPOs) is holding a forum for some of mayoral candidates. Not invited is Lightfoot, who organizers say reneged on promises from four years ago. Garcia has been invited.
