| | | | By Caitlin Oprysko | Presented by the American Health Care Association and National Center for Assisted Living | LINKEDIN WANTS TO CONNECT: Networking platform LinkedIn is growing its lobbying footprint, registering in-house lobbyists for the first time last month, a newly filed disclosure shows. The company's lobbying team includes head of U.S. policy Catlin O'Neill, a former Meta lobbyist and ex-chief of staff to House Speaker Nancy Pelosi; Josh Connolly, a former chief of staff to Rep. Jackie Speier (D-Calif.); and Joel Miller, a former chief of staff to former FCC Commissioner Mike O'Rielly and an Information Technology Industry Council alum. — They'll lobby on issues "related to macroeconomic trends, workforce data and development, privacy, competition, artificial intelligence (AI) and algorithms, online safety, platform integrity, content policy" and the tech industry's prized legal shield, Section 230, as well as data security and sustainability, according to the disclosure. LinkedIn retains just one outside lobbying firm — TwinLogic Strategies — to which it paid $140,000 last year. TENEO ACQUIRES WESTEXEC: Global CEO advisory firm Teneo has acquired a majority stake in the D.C. consulting firm WestExec Advisors, the companies announced on Wednesday, further shoring up Teneo's Democratic ties after the departure in the past two years of founders Declan Kelly and Doug Band. — Teneo last year said it had acquired a "significant" minority stake in WestExec, forming a strategic partnership with the consultancy and bringing on senator-turned-lobbyist and Biden adviser Chris Dodd as a senior adviser. WestExec has supplied the Biden administration with half a dozen top officials, including Secretary of State Antony Blinken, who co-founded WestExec, Director of National Intelligence Avril Haines, deputy CIA Director David Cohen, deputy Attorney General Lisa Monaco and National Cyber Director Chris Inglis. — The firms said WestExec will continue to operate as an independent brand "working in close partnership with the Teneo team." In a statement, co-founder and managing partner Michèle Flournoy said the acquisition will "accelerate growth as we build a larger advisory platform and seek to broaden and scale our robust offerings" and "further enable us to continue to deliver the highest quality strategic advice and support to our growing client base." — While WestExec does not disclose its client list, public financial disclosures filed by Biden nominees have shed some light on past clients. Blinken, for example, disclosed advising such household names as AT&T, Boeing, Uber, FedEx, Facebook, LinkedIn and Microsoft. — The acquisition comes after a bumpy year for Teneo, with co-founder Kelly resigning as chief executive last year after alleged inappropriate behavior toward women at a music festival. The accusations lost the consultancy at least one client, the The Wall Street Journal reported. Kelly's departure came months after that of another co-founder, former Clinton confidant Doug Band.

BROOKINGS PLACES ALLEN ON LEAVE AMID FARA PROBE: "The prestigious Brookings Institution placed its president, retired four-star Marine Gen. John Allen, on administrative leave Wednesday amid a federal investigation into his role in an illegal lobbying campaign on behalf of the wealthy Persian Gulf nation of Qatar," The Associated Press' Alan Suderman and Jim Mustian report. — "Brookings' announcement came a day after The Associated Press reported on new court filings that show the FBI recently seized Allen's electronic data as part of the probe and detailed his behind-the scenes efforts to help Qatar influence U.S. policy in 2017 when a diplomatic crisis erupted between the gas-rich monarchy and its neighbors. Allen, who led U.S. and NATO forces in Afghanistan before being tapped to lead Brookings in late 2017, has not been charged with any crimes and previously denied any wrongdoing." — Brookings told staffers in an email Wednesday that the institute itself is not under investigation and that the think tank's executive vice president, Ted Gayer, will serve as acting president. 'We have every confidence in the Brookings team's ability to remain focused on delivering quality, independence, and impact,' the email said." BY THE NUMBERS: "Amongst think tanks, Brookings is one of the top recipients of foreign funding. And, no other country has given more to Brookings in recent years than Qatar," the Quincy Institute for Responsible Statecraft's Eli Clifton and Ben Freeman note, though Brookings announced that the financial relationship ended last year. — "When Allen became Brookings president in 2017, for example, the think tank listed Qatar in the top tier of donors who provide '$2,000,000 and above.' Just how far 'above' $2 million Qatar has donated to Brookings is unknown, but based on what has been publicly disclosed Qatar has given at least $10 million to the think tank since 2014. That year The New York Times revealed that Brookings had received a $14.8 million grant to fund a Brookings branch in Doha and a special project on U.S. relations with the Islamic world." PAID-LEAVE ADVOCATES CLOSE UP SHOP AFTER BBB PUSH: Paid Leave for the U.S., which helped lead the push to include paid family and medical leave in Democrats' original reconciliation package, will shut down July 1. — "PL+US was founded as a bold, single-issue, time-bound campaign to win national paid family and medical leave and close our doors by 2022," Molly Day, executive director, told our Eleanor Mueller. "I'm really proud of what we accomplished," like "changing the national narrative around paid leave and caregiving in a global pandemic." — A press release announcing the move touted how the campaign "got incredibly close to achieving our north star," including by convincing private-sector employees to offer paid leave and winning House passage of paid-leave provisions, a "historic milestone [that] stands as a testament to years of hard work and coordination across our movement." Those involved plan to "join forces" moving forward with groups including JUST Capital, Paid Leave for All and The Marshall Plan for Moms . — "We are confident that we've achieved a tipping point, making it a question of when, not if, the U.S. will pass paid leave," Day said.

ENTER HERE. | | | ABA ANTITRUST LETTER STOKES RIFT: POLITICO's Emily Birnbaum reports that " a growing number of lawyers inside America's top legal organization say there's something rotten at the American Bar Association: The leadership is in the pockets of Big Tech." — "There's long been tension within the ABA's antitrust section between corporate defense lawyers and plaintiff's lawyers who represent employees or smaller companies. But as the Biden administration and Congress push to rein in the country's largest tech companies, that rift is turning increasingly hostile and the self-proclaimed little guys are ready to rebel." — "The tension recently came to a head over a rare step the ABA leadership took last month: It sent a letter to Congress criticizing proposed anti-monopoly legislation that would prevent the biggest tech companies from giving preference to their products over those of their rivals. It was only the third time in a decade that the ABA antitrust section has taken a public stance on pending bills in Congress. The letter argued the bill picks 'winners and losers' and could cause 'unpredicted and unintended consequences,' echoing arguments advanced by the largest tech companies." — "Jonathan Gleklen, the chair of the ABA antitrust section's leadership council, argued the letter was a 'reflection of a pretty good consensus.' It was prepared by members of the antitrust section's U.S. Comments and Policy committee then voted on by the leadership council, in line with normal procedures, Gleken said." — "But the numbers tell a different story. Of the 22 people on the policy committee that drafted the letter, 15 are corporate defense lawyers with firms that represent Google, Facebook, Amazon or Apple, including Latham & Watkins, Hogan Lovells, Dechert and Jones Day , according to a list of members obtained by POLITICO. Only a handful of them are plaintiff's lawyers, and even fewer are government enforcers."
