1115 Waiver Demonstration - Rhode Island Comprehensive Demonstration

Today, the Centers for Medicare & Medicaid Services (CMS) approved an amendment to Rhode Island's section 1115 demonstration, "Rhode Island Comprehensive Demonstration." This amendment provides authority for the state to:

  1. furnish 1915(c)-like personal care services (PCS) in acute care hospital settings under the demonstration's existing home and community-based services (HCBS) expenditure authorities;
  2. expand eligibility for HCBS-like waiver services for adults with disabilities at risk for long-term care;
  3. update the pregnant individuals' expenditure authority populations to reference 12 months postpartum coverage to align with the state's approved Medicaid and Children's Health Insurance Program (CHIP) postpartum State Plan Amendments (SPAs) that extended postpartum coverage from 60 days to 12 months;
  4. add remote supports and monitoring as an HCBS;
  5. modify the provider education requirements for home stabilization services to enable individuals with lived experience of housing insecurity to deliver this service; and
  6. provide long-term authority for certain HCBS Attachment K flexibilities.

This demonstration amendment is effective from March 21, 2024 through the current demonstration expiration date of December 31, 2024. You can view today's amendment approval, as well as other demonstration documents, in the demonstration's administrative record here.
