| | | | | |  | | By Caitlin Oprysko | | | With Daniel Lippman K STREET GAMES OUT THE DEBT LIMIT FIGHT: Congress returned to town this week after an extended absence and after getting off to a slow start this year, K Street is puzzling out how lawmakers will manage to get through everything on their lengthy to-do list over the next few months — starting with brinkmanship over raising the debt ceiling. — While pressure to hunker down is clearly ramping up, with House Speaker Kevin McCarthy hoping to tee up a vote on his just-released debt limit proposal as soon as next week, the process will be “messy and laborious,” Hogan Lovells Democratic lobbyists Ivan Zapien, Timothy Bergreen and Ches Garrison write in a memo sent to clients this week. — “We expect the next several months in Congress to rival the final weeks of Succession in terms of drama, palace intrigue, egos, insults, backroom negotiations, and unfortunately ineptitude,” the trio adds, referring to the HBO drama. — While Zapien, Bergreen and Garrison are watching for the Senate to broker a deal, Tiber Creek Group says in its own recent memo to clients that “it is highly likely any deal will come only after several failed votes, ramped-up political fighting, and warning shots from the credit rating agencies” and could result in a variety of different outcomes. — Apart from the debt ceiling, both memos also attempt to game out other legislative possibilities over the coming months, in particular where there’s a shot at bipartisan movement. Pushing back against China is “the single issue that transcends partisan lines,” Tiber Creek’s memo says, and both firms have praise for the new China select committee in the House. — The Hogan Lovells Democrats also see potential in the bipartisan rail safety proposal from Ohio Sens. J.D. Vance (R) and Sherrod Brown (D), kids’ online safety and curbing certain so-called junk fees given their popularity in polling. — Tiber Creek’s memo also dives into what to watch as farm bill negotiations heat up, but given the divided Congress and next year’s presidential election the firm doesn’t rule out an extension similar to the one enacted in 2008. Since lawmakers have to pass something, the firm is keeping an eye on the farm bill “as a potential vehicle for a tax title. For buzzy nuggets and details that you won't find anywhere else, subscribe today. | | | | | ANOTHER GLIMMER OF HOPE FOR TIKTOK?: “U.S. tech companies are pushing to narrow the scope of legislation that could ban TikTok in the U.S., creating new obstacles as the Biden administration seeks to confront China's influence,” Bloomberg’s Anna Edgerton and Emily Birnbaum report. — The Information Technology Industry Council, whose members include tech giants like Apple, Microsoft and IBM, is included in the lobbying push, which stems from tech companies’ concerns over a bipartisan bill introduced last month aimed at giving the executive branch new power to restrict the Chinese-owned video app. — The bill from Sens. Mark Warner (D-Va.) and John Thune (R-S.D.) “would empower the Commerce secretary to evaluate national security risks and potentially ban any technology owned or operated by an adversarial nation such as China or Russia. It won an enthusiastic endorsement from the Biden administration” and has already attracted the support of a quarter of the Senate. — But Warner and Thune’s effort “has some tech companies warning that it would give the government sweeping new regulatory power. Tech executives, who declined to speak on the record, said they're concerned the measure could expose their companies to national security reviews over even a minor piece of hardware or a line of code if the bill were to become law because most of their systems include some Chinese technology.” — “Now lobbyists across the industry, including cryptocurrency firms, cloud providers and hardware makers, are pushing to narrow the legislation's language. The growing opposition lays bare the tricky politics for any measure in this Congress that needs to pass a Democratic-led Senate and a Republican-led House to become law. TikTok has been lobbying hard against the bill on different grounds, arguing that Congress should take a step back and let the existing national security review run its course.” FLYING IN: Trade groups and advocacy coalitions continue to flood the Hill for fly-ins this week as lawmakers return to town. The Healthcare Distribution Alliance brought 20 of its board members to Washington for meetings on the Hill and to break in its new headquarters downtown. Leaders will discuss the Pandemic and All-Hazards Preparedness Act reauthorization and supply chain resiliency, including raising concerns with the implementation deadline for the Drug Supply Chain Security Act. — The Alliance for Transparent and Affordable Prescriptions, which represents physician and patient groups, is on the Hill today and tomorrow to press the case for reining in pharmacy benefit managers. In addition to meetings on both the House and Senate side, the coalition will hold a lunch briefing with Rep. Buddy Carter (R-Ga.). — The U.S. Travel Association and 250 travel industry leaders met with lawmakers today on issues ranging from visitor visa wait times to FAA renewal priorities, raising the H-2B visa cap for workers and funding for the newly created Commerce assistant secretary post for travel and tourism. The group was slated to meet with Sens. Ted Budd (R-N.C.), Eric Schmitt (R-Mo.), Catherine Cortez Masto (D-Nev.), Maria Cantwell (D-Wash.), Cynthia Lummis (R-Wyo.), Kyrsten Sinema (I-Ariz.) and Reps. Kathy Castor (D-Fla.), John Joyce (R-Pa.), Rick Larsen (D-Wash.), Scott Peters (D-Calif.) and Gus Bilirakis (R-Fla.). — The National Photonics Initiative hosted quantum experts from academia and industry to talk with lawmakers and staff about the importance of reauthorizing the National Quantum Initiative Act. Representatives from both industry and the research world met with House Science Committee Chair Frank Lucas (R-Okla.) and Reps. Claudia Tenney (R-N.Y.), Joe Morelle (D-N.Y.), Haley Stevens (D-Mich.) and Mike Collins (R-Ga.) as well as senior staff from the Senate Commerce Committee, the House Science Committee and several Senate offices. — The Coalition to Stop Flu is holding its fly-in today to stress the importance of resources for flu preparedness during the upcoming PAHPA reauthorization. Former Senate Majority Leader Tom Daschle, who chairs the coalition, and other coalition members have more than two dozen meetings scheduled on the Hill including with Rep. Anna Eshoo (D-Calif.), Brett Guthrie (R-Ky.), and Larry Bucshon (R-Ind.) and staff of Sens. Bill Cassidy (R-La.) and Bernie Sanders (I-Vt.), House Minority Leader Hakeem Jeffries, Rep. Richard Hudson (R-N.C.) and McCarthy. — The Fragrance Creators Association is also in town today, and has 50 meetings on the Hill to talk R&D expensing and the Modernizing the Cosmetics Regulations Act, as was the Plastic Industry Association, which was slated to meet with nearly 75 House and Senate offices to discuss the state of the plastics industry nationally and in the states as well as R&D expensing. MICHEL ON THE MIC: “Rapper and producer Pras Michel, who has been accused of conspiring to make illegal campaign contributions and failing to register as an agent of China, took the stand in his own defense Tuesday morning in a Washington, D.C., federal courtroom,” per NBC News’ Daniel Barnes. — The former Fugees rapper “told jurors that he accepted about $20 million in 2012 from a Malaysian businessman who wanted his photo taken with President Barack Obama but that the large amounts were never intended as illegal foreign campaign contributions or as payment for Michel’s services.” — “‘I looked at it as free money,’ Michel said, insisting that after the businessman, Jho Low, gave him the money it was his to spend how he wanted. ‘I could’ve bought 12 elephants with it,’ Michel said.” — “Michel told jurors Tuesday that he gave about $800,000 to friends so they could donate in their names and gain access to exclusive, $40,000-per-seat Obama fundraisers in Miami and Washington, D.C., but reiterated his belief that the money was his to spend, regardless that he received it from Low.” During cross-examination, Michel said that he was unaware at the time that using straw donors was illegal and maintained he’d been relying on the advice of legal advisers. — The trial on Tuesday also featured testimony from former Attorney General Jeff Sessions, who detailed “high-level meetings in which officials discussed the potential deportation of Guo Wengui, a dissident Chinese businessperson living in the U.S.,” which Michel is charged with illegally lobbying in support of. LONDON CALLING: The Managed Funds Association, which represents the global hedge fund industry, has opened its first U.K. office in London and its first permanent outpost outside the U.S. The trade group has tapped James Martin, previously a director of public affairs for British PR firm JBP, to lead the office as managing director and head of U.K. government affairs.

This includes using advanced technology to inspect and assess our network, helping us ensure our infrastructure and equipment remain sound. Despite these efforts, recent incidents have shown that there is more work to do, and we will take the lessons learned to get safer each day.
Proactive, transparent and collaborative measures with communities and policymakers are key. That’s why we’re installing an additional 1,000 hot bearing detectors, providing even better training and support for first responders, and improving collaboration across rail companies so we can make informed decisions based on shared data. These broad industry-wide steps are only the first of many we’re taking to make the rail network even safer.
