Walden will lobby for Fox and Disney on privacy bill

NEW BUSINESS: Former House Energy and Commerce Chair Greg Walden has added a pair of big-time entertainment names to his expanding roster of lobbying clients. The Oregon Republican, who left office last year, will lobby for the Walt Disney Company and Fox Corp. on a number of issues relevant to the media behemoths, including the bipartisan data privacy legislation that's heading for a markup in Walden's old committee, newly filed disclosures show.

— For Disney, he'll also lobby on broader entertainment issues, and for Fox, Walden will lobby on a range of items, including corporate taxes, sports betting, advertising, copyright and content carriage issues, media ownership issues, children's educational TV programming, and business insurance and liability issues, per the filing.

— Fox was one of Walden's first consulting clients when he started Alpine Advisors last year. But with the former congressman's one-year "cooling off" period on lobbying former colleagues finished, Walden has slowly racked up lobbying registrations.

— Earlier this year, Walden began lobbying for the U.S. arm of Dutch chipmaker ASML on the China competitiveness bill, which contains $52 billion in funding for the industry. He also lobbies for a marijuana trade group, a pipeline firm and a battery company.

H&R Block has also picked up a new outside lobbying firm to engage, in part, on the data privacy bill, which would limit the data that internet companies and data brokers can collect and store. The tax prep provider retained Crossroads Strategies at the end of June to lobby on tax prep issues, consumer lending, privacy, and financial products like mobile banking and financial inclusion, disclosures show. The company also retains Fierce Government Relations, Invariant and Capitol Tax Partners.

— And the Washington Commanders have signed Dentons, ensuring some familiar names remain on the team's bench, so to speak. The Commanders, whose owner, Dan Snyder, is embroiled in a feud with the House Oversight Committee over workplace issues, are looking to build a new stadium.

— The team hired Squire Patton Boggs last fall to monitor federal transportation and economic development issues, but after lobbyists Matthew Cutts and Callie Fuselier decamped for Dentons this spring, the Commanders have now retained Cutts and Fuselier once again to lobby on the same issues.

COURT TOSSES FCC REQUIREMENT ON VETTING FOREIGN BROADCASTS: "A federal appeals court handed broadcasters a victory Tuesday, striking down a 2021 Federal Communications Commission requirement that they conduct investigations into whether a foreign government like Russia or China is paying for programming they broadcast," POLITICO's John Hendel reports.

— "The D.C. Circuit Court of Appeals vacated the FCC requirement, saying the FCC had overstepped its legal authority" by requiring broadcasters to check against federal sources like the FARA database to verify whether an entity looking to lease airtime is an agent of a foreign government. The National Association of Broadcasters challenged the requirement, arguing that it posed an undue burden.

— "Recently, the FCC has raised concerns that the Chinese and Russian governments have been secretly leasing airtime to broadcast propaganda on American radio … we hold that the FCC cannot require radio broadcasters to check federal sources to verify sponsors' identities," Judge Justin Walker, an appointee of President Donald Trump , wrote in a ruling for the three-judge panel that decided the case. "The FCC's verification requirement ignores the limits that the statute places on broadcasters' narrow duty of inquiry," the decision added.

— "FCC commissioners had adopted these disclosure requirements on a bipartisan basis and defended them as necessary for transparency about foreign government activity. The effort began under Trump-era FCC chief Ajit Pai and was finalized last year under FCC Chair Jessica Rosenworcel."

RIDGELY WALSH REGISTERS RETROACTIVELY FOR UKRAINE WORK: The D.C. public affairs firm Ridgely Walsh has registered retroactively as a foreign agent of Ukraine for pro bono PR assistance the firm has provided in the wake of Russia's invasion in February. Documents filed with the Justice Department this week reveal that beginning earlier that month, Ridgely Walsh's Veronika Kruglashova — a Ukrainian national — worked to connect members of the media with Ukrainian citizens, members of the military and advisers to government officials as well as pitch op-eds, including one by Ukrainian Defense Minister Oleksii Reznikov that was published in The Wall Street Journal .

— "The registrant's team includes a Ukrainian national who has volunteered to help the Ukrainian government. The registrant's activities in this matter are in support of its Ukrainian colleague," the filings say, adding that "while the registrant undertook these activities in its own interest, it also communicated with Ukrainian government officials and Ukrainian civil society representatives regarding certain of its activities. Accordingly, the registrant undertook this registration as a cautionary measure in the interest of transparency."

— The firm's work wasn't limited solely to PR, according to the filings, which disclose outreach on Kruglashova's behalf to deputy national security adviser Jon Finer. The firm also brokered an introductory meeting with Sen. Mitt Romney's (R-Utah) chief of staff, according to the documents, and in June organized and paid for a dinner to connect journalists with a delegation of Ukrainian fighter pilots, after which Ridgely Walsh's founder Juleanna Glover told Vox's Jonathan Guyer the firm would register under FARA. "We're honored to support our longtime Ukrainian colleague in her volunteer work to help her country," Glover told PI.

ESG PUSH ON WALL STREET PROMPTS GOP THREATS: "Republican officials across the country, tearing a page from the ongoing culture wars, are launching a broad assault on the movement by big financial firms to use their economic power to curb climate change and address other politically sensitive national issues," The Washington Post's Steven Mufson reports.

— "In recent years, big finance companies have used their clout to advance causes that are popular among liberals. The giant asset manager BlackRock, for instance, has voted against the candidacies of hundreds of corporate board members over their lackluster records on climate issues and called climate change 'a defining factor in companies' long-term prospects.' JPMorgan Chase , the nation's largest bank, has stopped lending to new coal mines or coal-fired power plants."

— "Even though the positions don't satisfy many left-leaning activists, GOP officials are intensifying their counteroffensive, attacking the campaigns — often referred to as 'environmental-social-governance,' or ESG — by threatening to retaliate against financial firms for their positions on the climate and other issues, including firearms sales."

— "'@BlackRock is using its massive size to drive up the price of gas & weaken national security — all so BlackRock's rich executives can feel better about themselves,' Sen. Tom Cotton (R-Ark.) wrote on Twitter last month. 'The next Congress is going to take on this collusive racket.'"

— "State officials are moving more swiftly," the Post reports, but the trend toward ESG investments "is facing growing skepticism in Congress," where Republicans are poised to retake at least one chamber in this fall's midterms.

Natural Gas Vehicles for America promoted Jeffrey Clarke to vice president for regulatory and government affairs and general counsel. NGVAmerica also added Matthew Brownlee as director of federal affairs. He was most recently a senior legislative assistant to Rep. Markwayne Mullin (R-Okla.).

D&P Creative Strategies hired Vanessa Valdez as an associate with the firm. She was previously a legislative correspondent for Sen. Jon Ossoff (D-Ga.).

Lumen Technologies has promoted Joe Cavender to head of the federal regulatory affairs team.

Kelley Hudak and Tristan Breaux have joined the federal affairs team at Tyson Foods as directors of government affairs. Hudak was most recently a vice president at Cassidy & Associates and is a Steve Scalise (R-La.) alum and Breaux was most recently a principal at Cozen O'Connor Public Strategies and is a Joe Cunningham alum.

— Blockchain climate firm ClimateTrade has added Michael Green as U.S. business and policy adviser. He was previously executive director at Climate XChange, and is an American Sustainable Business Network and Climate Action Business Association alum.

Marissa Martinez started as communications director to Sen. Tim Scott (R-S.C.) this week. She replaced Dominique McKay , who recently returned to her role as senior director at Narrative Strategies.

Diane Ellis has joined IntraFi as a senior managing director. Ellis served most recently as director of the division of insurance and research at the Federal Deposit Insurance Corp., where she spent 34 years before retiring in May.

Madeline Nykaza will be director of government affairs for Hemlock Semiconductor. She was previously with the University of Michigan's Office of Federal Relations and worked for former Sen. Carl Levin (D-Mich.).

Drew Colliatie is starting as director of government affairs for Siemens Technology. He was previously with Raytheon and the House Science Committee.

Seyfarth is adding Amy Hoang as a partner, Erica Bakies as a counsel and Sarah Burgart as an associate. They previously were at K&L Gates.

Ilona Cohen is joining HackerOne as chief legal officer, chief policy officer and corporate secretary. She previously was chief legal and compliance officer at Aledade, and is an Obama White House/OMB alum.

The share of modern semiconductor manufacturing capacity located in the U.S. has eroded from 37% in 1990 to 12% today. That's largely because other countries' governments have invested ambitiously in chip manufacturing incentives and the U.S. government has not. Meanwhile, federal investments in chip research have held flat, while other countries have significantly ramped up research investments. For the long-term strength of our economy and national security, leaders in Washington must quickly enact competitiveness legislation that funds the CHIPS Act and includes a FABS Act investment tax credit for semiconductor manufacturing and design. The need is urgent, and the time to act is now.
