Overview of Managing 1915(c) Waiver Capacity, Targeting, and Other Key Considerations for States

In this webinar we will provide an overview of the following areas related to Medicaid 1915(c) home and community-based services waivers:

  • Options for managing waiver capacity, including unduplicated participants (Factor C) and point in time limitation;
  • Target groups and additional targeting criteria; and
  • Key considerations for states, including the Families First Coronavirus Response Act (FFCRA) and the American Rescue Plan Act of 2021 (ARP) maintenance of effort requirements and common areas for technical assistance.
