Robinson has served as chief counsel to House Energy and Commerce Chair Frank Pallone (D-N.J.) for the past seven years, and before that was senior policy counsel and legislative director for Rep. Bobby Rush (D-Ill.) and an attorney for the Energy and Commerce Committee. INVARIANT ADDS DEMOCRATIC ARMED SERVICES STAFFER: Former House Armed Services Committee staff director Paul Arcangeli, who left the Hill earlier this year after 18 years with the panel, has joined Invariant's lobbying team. Arcangeli had been the committee's top Democratic staffer since 2010. At Invariant, he'll advise clients on defense, technology, biotechnology and other issues. — In an interview with our Connor O'Brien, "Arcangeli touted the firm as well-positioned to promote solutions to national security challenges. 'I have definitely been focused on innovation, disruption in the defense sector for a while,' Arcangeli said. 'That's certainly something that I have thought about.'" — "'We are at an inflection point in defense, and the war Ukraine is showing us some things that we need to learn from, and I think that Invariant's positioned in the right way to help some of those people who are doing that kind of work, and also the established companies that are doing this stuff,' he added." Arcangeli said that he expects he will register to lobby, though he's subject to a one-year "cooling off" period during which he is barred from lobbying his former colleagues. — In his role with the Armed Services Committee, Arcangeli helped oversee the panel's crafting of the annual defense authorization bill — typically bipartisan legislation that is one of the only major bills that can be counted on to make it to the president's desk each year, and thus has become a target for squeezing in a barrage of other unrelated priorities. — "Paul stands at the heart of the NDAA and has played an indispensable role in supporting the passage of nearly one-third of every NDAA the House has ever considered," Armed Services Chair Adam Smith (D-Wash.) said in a statement provided by the firm. Sen. Jim Inhofe of Oklahoma, the top Republican on the Senate Armed Services Committee, noted in a statement via Invariant that "very little gets done in Congress every single year, with bipartisan support — but the NDAA does, and that's thanks to hard-working staffers like Paul Arcangeli." saveourseniors.org/ | | | LABOR PRESSES BIDEN ON STUDENT DEBT PLANS: "The nation's largest unions are mobilizing a last-ditch effort to convince President Joe Biden to go big on student loan forgiveness as the White House weighs a final decision on canceling debt," POLITCO's Michael Stratford and Eleanor Mueller report. — "A growing number of unions in recent weeks have ramped up their public calls for Biden to act on student debt relief, including unions that have not previously weighed in on the issue. And behind the scenes, labor leaders have been lobbying senior White House officials to press the case for sweeping loan forgiveness." — "On Monday, two prominent unions representing workers at Amazon and Starbucks plan to unveil their support for student loan forgiveness," making them "the latest to join a coalition of progressive groups, student debt activists and civil rights organizations like the NAACP that have been trying since the beginning of Biden's presidency to convince him to cancel large amounts of student debt." — "The new effort by organized labor, a powerful force in Democratic politics, is aimed not only at firming up Biden's commitment to move ahead with debt relief but also at influencing how he should structure the details of a loan forgiveness program." — "Several unions, for example, are urging the White House to drop its plans to limit loan forgiveness based on a borrower's income, which is aimed at preventing higher-earning individuals from benefiting from the program. But progressives say that means-testing will create a bureaucratic mess that undercuts the benefits of loan forgiveness and may leave out some struggling borrowers." CRYPTO BILL WOULD HAND INDUSTRY A BIG WIN: "A highly anticipated Senate proposal to bring the freewheeling cryptocurrency industry under federal oversight would deliver a win for the sector by empowering its preferred regulator, the Commodity Futures Trading Commission (CFTC), over the Securities and Exchange Commission," according to The Washington Post's Tory Newmyer. — "The bill's sponsors, Sens. Cynthia M. Lummis (R-Wyo.) and Kirsten Gillibrand (D-N.Y.), are touting it as the first serious effort to apply comprehensive regulation to the crypto industry, which has minted a new class of billionaires and promised to reinvent financial services while also spawning scams and investor wipeouts that have raised regulators' alarms." — "But by giving primary responsibility for crypto oversight to the CFTC, the relatively small agency tasked with regulating a swath of financial markets, from grain futures to more complex products, the bill — which was unveiled Tuesday — sidelines the SEC, whose chair, Gary Gensler, has taken an aggressive posture toward crypto interests." FLYING IN: The National Grocers Association is holding its fly-in on Wednesday, bringing nearly 60 independent grocers and wholesalers to the Hill for a competition-centered lobbying push. The group has more than 100 meetings scheduled with lawmakers and staff, including with Sens. Ben Sasse (R-Neb.), Mike Rounds (R-S.D.) and Ron Johnson (R-Wis.), and Reps. Barry Moore (R-Ala.), Frank Lucas (R-Okla.), Darin LaHood (R-Ill.) and David Scott (D-Ga.). — The trade group plans to push for greater enforcement of the Robinson-Patman Act, a 1936 antitrust law aimed at protecting against economic discrimination. NGA is part of a coalition of trade associations representing small businesses across a variety of sectors looking to revive enforcement of a little-used statute. — The Alliance for Regenerative Medicine , which represents the cell and gene therapy industry, is kicking off a two-day fly-in today, during which the group expects to draw roughly 100 members from across the country. Advocates will lobby for reauthorizing the Prescription Drug User Fee Act and for passage of the Medicaid VBPs for Patients Act, which the group says "will enable innovative payment models to improve access to advanced therapies." GARCETTI ALLIES SEEK TO PRESSURE KELLY: "Democratic powerbrokers close to Eric Garcetti privately pressured Sen. Mark Kelly to support the Los Angeles mayor's ambassadorial nomination, according to five people familiar with the outreach," our Chris Cadelago reports. — "As part of the push, they left the strong impression that the Arizona Democrat could find himself cut off from donor networks should he refuse to back the beleaguered nominee to be U.S. ambassador to India." — "The outreach infuriated Kelly, who vented to associates that he felt like he was being strong-armed over his refusal to relent on Garcetti's nomination, two of the people with direct knowledge said. Kelly, who is up for reelection this year, is a top Senate fundraiser and frequently draws from Southern California as part of his campaign's national reach." — "One person familiar with the advocacy said they were surprised that allies in Garcetti's orbit believed Kelly, a retired astronaut who prides himself on his independent streak, could be swayed by appeals from major donors and luminaries." — "Still, the efforts to pressure Kelly are the latest illustration of how brass-knuckled the nomination fight has become and the lengths to which Democrats are trying to win over the remaining holdout votes. Los Angeles' donors have the deepest pockets and are among the most prolific in the nation, and candidates regularly make the pilgrimage out West to headline fundraisers with Hollywood titans, entertainment executives, lawyers and other wealthy Southern California liberals who shower money on Democratic candidates and causes." — The pressure campaign comes on the heels of a different influence tactic by Garcetti's supporters. "In April, Garcetti's parents, Gil and Sukey, hired the lobbying firm McGuireWoods Consulting to help break the stalemate. The unusual arrangement by the elder Garcetti, the former district attorney of Los Angeles, was done 'to help tell the truth,' they said in a statement."
