BEHIND THE NUMBERS: There may not be much legislating currently happening in Washington, but lobbying revenues for many of the capital’s top firms remained strong last quarter as preparations for November’s elections and a year-end legislative sprint kicked into gear. As PI noted last week, Brownstein Hyatt Farber Schreck hauled in $17.6 million in lobbying fees in the second quarter to remain K Street’s top earner, posting an 8 percent jump from its previous record set last quarter. — Akin Gump Strauss Hauer & Feld came in second place with $13.8 million in lobbying revenues — a slight decline from the first quarter but a Q2 record for the firm nonetheless. Government funding, artificial intelligence and defense issues drove much of Akin’s activity last quarter, “but the biggest uptick has come from trade and tax reform,” according to Hunter Bates, who co-chairs the firm’s lobbying practice. Akin’s hiring of former House Ways and Means Chair Kevin Brady (R-Texas) ahead of next year’s tax fight is sure to send business surging even more. — Of the top 20 earners on K Street in Q2, three-quarters saw their lobbying revenues increase compared with the same time last year, defying the usual election-year trend of a slowdown in business as the Biden administration pushed to finalize new regulations and election prep began earlier than usual. — “I think the swing back between the two parties at this point, with a change potentially in the executive branch, makes major companies really start a lot earlier than they otherwise would,” said Rich Gold, the head of Holland & Knight’s lobbying practice. “We used to sort of start this like in September, and now … we really started in April.” — The topics Gold’s been fielding questions about include what kind of regulatory environment businesses can expect in a new administration, and the extent to which former President Donald Trump would be able to claw back funds from major legislation like the Inflation Reduction Act, CHIPS and Science Act and infrastructure law. — Loren Monroe, a principal at BGR Group, argued that now is a crucial time for K Street to lay the groundwork for any number of its clients’ priorities, even if the earliest they’ll see action is months off. “You absolutely cannot wait to engage until November to have any chance of advancing policy or impacting harmful legislation,” he told PI. — Clients also need to recognize that “there is a political realignment underway on issues as diverse as trade, social media, education, labor and the cost of health care,” he said, warning that “business leaders cannot afford to engage in Washington with a business [as] usual posture.” KIGGANS WITHDRAWS EARMARK REQUEST FOR PIPELINE: “Virginia Republican Rep. Jen Kiggans is withdrawing her request for a $7.4 million earmark for a natural gas pipeline in her district after questions emerged about the funding,” E&E News’ Tim Cama reports. — “The money would have eventually gone to a for-profit company to carry out the work and eventually build the pipeline, and paperwork filed by Kiggans initially said Chesapeake Utilities would have been the recipient,” which would violate House rules against earmarks going to for-profit companies. “The $7.4 million instead would have gone to the Accomack County government, which would handle distributing it.” — “Kiggans first changed the recipient information on her website after POLITICO's E&E News asked about it, but later pulled the earmark request altogether.” PI reported earlier this month that Kiggans had also received thousands of dollars in campaign contributions from corporate PACs belonging to companies that could benefit from the pipeline, but “Kiggans’ staff denied that either of those issues caused her to withdraw the earmark request.” HOW BUSINESS VIEWS HARRIS: Our policy reporters have a great rundown of how Vice President Kamala Harris’ ascension to presumptive Democratic presidential nominee is playing across a panoply of industries, as the business community grapples with the departure of a politician they’ve known for close to half a century in Biden. — “Her time as U.S. senator and attorney general in California — coupled with positions she staked out during her brief presidential campaign in 2019 — suggest she would take a more progressive approach than Biden has. But industry leaders say Harris is still so largely unknown to them that her quick ascendancy has touched off waves of both hopeful speculation and hand-wringing,” Megan Messerly writes. — While Harris’ candidacy has some in Silicon Valley hopeful, the oil and gas industry is less bullish, for example. And the finance world is still sussing her out, though industry players and Wall Street watchdogs alike have expressed optimism, unlike the pharmaceutical industry Harris previously took on as a prosecutor. KEEPING UP WITH THE SOUTHERN BAPTISTS: “In under 48 hours, the head of the staunchly conservative public-policy arm of the Southern Baptist Convention rankled fellow Baptists by applauding President Joe Biden’s ‘selfless act’ of withdrawing his candidacy for re-election. Then, his agency reported he was fired — and now they have reaffirmed his leadership,” per Peter Smith of the Associated Press. — “The head-spinning series of events started Sunday, but by Tuesday morning, the SBC’s Ethics and Religious Liberty Commission announced that no, leader Brent Leatherwood wasn’t fired. Rather, he has the full support of his top board members — though its chairman resigned and apologized for the erroneous announcement.” VILLARAIGOSA RUNNING FOR GOVERNOR AGAIN: Former Los Angeles Mayor Antonio Villaraigosa, now a partner at the lobbying and consulting firm Actum, will reprise his California gubernatorial run in 2026, he told our Chris Cadelago and Melanie Mason. — The former mayor joined Mercury Public Affairs after Villaraigosa fell short in his first gubernatorial bid against current Gov. Gavin Newsom in 2018, and was one of a handful of high-profile names to defect from Mercury in 2021. — The defectors, who included Mercury co-founder Kirill Goncharenko, former Sen. Barbara Boxer (D-Calif.) and former California Assembly Speaker Fabian Nuñez, launched Actum a few months later alongside former Trump acting chief of staff Mick Mulvaney and (for a short time) former Sen.
