'Lowest bid' no sure win under new gov't procurement law


President Marcos says the new law intends to give Filipinos the best value for their money in purchasing supplies for government operations. What is most 'economically advantageous,' not the lowest bid, will be chosen. Observers expect an improved procurement system, especially if it includes a provision requiring a registry of the ultimate beneficial owners of bidding entities.
