Learn more here. | | HILL LAUNDRY LIST KEEPS K STREET HUMMING: Lobbying revenues at K Street’s top firms began to rebound from a slower start to 2023, as lawmakers set to work on a slew of must-pass bills touching everything from farm, nutrition and conservation issues to defense and aviation policy, funding the government and averting a federal debt crisis. — More than half of K Street’s top-earning firms reported fairly steady revenues within 3 percent of the lobbying fees they took in during the first quarter. Lobbyists told PI they worked to make sure their clients are well-positioned for an end-of-year legislative sprint following the August recess. — “Whether it’s bipartisan committee work being done on artificial intelligence, or partisan debates on taxes and the ESG issues, the work underway now is laying the groundwork for future legislative action,” BGR Group’s Loren Monroe said in a statement. — And “given that there are now usually only a handful of marquee bills … members of Congress are looking for every opportunity to move their agenda items,” said Will Moschella, who co-leads the lobbying shop at Brownstein Hyatt Farber Schreck, which continued to dominate the revenue rankings. “That increases, of course, interest by our clients.” — For example, he said, “I've got clients who, 10 to 15 years ago would never have been following the NDAA and follow the NDAA now, just because of the onslaught of possible amendments” unrelated to defense policy. — Brian Pomper, a partner at the second-highest-earning firm, Akin Gump Strauss Hauer & Feld, said in a statement the firm saw a significant uptick in work on AI and tech regulation last quarter, as well as U.S.-China issues. Pomper predicted “a very busy fall with a high-stakes series of legislative battles” on government funding, tax extenders, the NDAA and more. — Rich Gold, whose lobbying practice at Holland & Knight boosted its quarterly revenues by $1.3 million in Q2, attributed much of the increase to his firm’s growing staff, created by demand for its work on implementing landmark bills from the last Congress like the Inflation Reduction Act, CHIPS and Science Act and infrastructure bill. “It's definitely not the amount of legislation moving to the president’s pen” keeping the firm busy, he told PI. — Gold said the very real possibility of a government shutdown in the fall, as well as the Biden administration’s regulatory agenda and the need for permitting reform will continue to drive business as well. THE FRIENDLY SKIES: As United Airlines fought to beat back proposals to add more slots for long haul flights out of Ronald Reagan Washington National Airport — potentially threatening its hub at nearby Dulles International Airport — the airline’s lobbying expenditures soared to new heights last quarter, disclosures show. — The airline reported pouring $3.6 million into federal lobbying between April and July, shattering the carrier’s previous quarterly record of $1.5 million back in 2018. The surge in spending is more than 3.5 times what United spent in the first three months of this year, and far beyond the $1.3 million rival carrier in the DCA slots fight, Delta Air Lines, spent on lobbying last quarter. Even the airline industry’s chief trade group, Airlines for America, spent less than half of what United did. — United spokesperson Leslie Scott attributed the surge to the FAA reauthorization, but wouldn’t elaborate further when PI pointed out that the airline spent far less during previous reauthorization negotiations. United’s push has paid off so far, with the House rejecting an amendment to its FAA bill on Wednesday night that would have added fewer new slots. — Supporters of the effort are hopeful that the Senate Commerce Committee could address the issue when it takes up its version of the bill, though the chamber’s Virginia and Maryland delegations have threatened to delay the package over the issue.

SUBSCRIBE TODAY. | | | TIKTOK SETS A NEW LOBBYING HIGH: TikTok and its Chinese parent company Bytedance continued to ramp up its lobbying expenditures last quarter following the platform’s drubbing on the Hill in March, dropping a record $2.4 million on federal advocacy. That’s up from $1.9 million last quarter, and the platform’s previous record of $2.3 million during the second quarter of 2022. — TikTok CEO Shou Zi Chew’s debut appearance before Congress was widely panned, and came shortly after the Biden administration demanded the app sever ties with its parent company, and added fuel to a push by lawmakers to ban or restrict the app. But even as TikTok has since faced bans in states across the country, momentum for placing new curbs on the app have stalled at the federal level. — Earlier this month, the leader of one of those efforts, Senate Intelligence Chair Mark Warner (D-Va.), told Reuters that his bill to grant the Biden administration new powers to restrict TikTok and similar products will likely see tweaks, after lobbying by TikTok “slowed a bit of our momentum.” BANK LOBBYING JUMPS: “The banking industry ramped up lobbying during the second quarter of this year as a financial contagion infected four institutions and increased the threat of additional regulation from Washington,” Bloomberg’s Laura Davison and Bill Allison report. — “Lobbying spending from three dozen of the largest banks and the major industry groups increased 19.4% from April through June this year compared to the same quarter last year, according to congressional federal lobbying disclosures that were due late Thursday. The banks spent $19.1 million in the period, compared to less than $16 million a year prior.” — “The increase in lobbying activity came amid calls for increased scrutiny spurred by crises that undermined confidence in the banking system. In March, crypto-friendly lender Silvergate Capital Corp. collapsed, followed by failures of regional institutions Silicon Valley Bank and Signature Bank. | A message from Air Line Pilots Association, Int'l: “If it’s not broke, don’t fix it” applies here. Congress should not weaken air safety standards. In the wake of a series of tragic airline accidents, Congress passed the most effective aviation safety law of this century, adopting a comprehensive set of requirements to improve training for pilots that have reduced air fatalities by 99.8%. Now, some in Congress want to weaken those standards and introduce even more risk into the system by raising the mandatory pilot retirement age.
