WHAT THE NUMBERS MEAN: Many of D.C.’s top-earning lobbying firms saw their lobbying revenues dip last quarter as the city entered a new era of divided government, but business on K Street — which had already hit record levels — remains almost as strong as ever.

Brownstein Hyatt Farber Schreck continued to cement its position atop K Street shops, hauling in $15.8 million over the first three months of the year — just under the firm’s all-time record and up slightly from the same period a year ago as well as the end of 2022. Akin Gump Strauss Hauer & Feld, the next-highest earner, pulled in $13.4 million — down from $14 million at the end of 2022, when Congress was sprinting to lock down a number of legislative to-dos before power changed hands in the House — but still the firm’s highest-ever Q1 revenues.

— Even as Congress’ legislative output essentially ground to a halt at the beginning of the year, lobbyists objected to the notion that things were any less busy. “It's in the eye of the beholder,” said Nadeam Elshami, who co-chairs Brownstein’s lobbying shop, pointing to the flurry of oversight activity and information requests from the new Republican House majority and an expanded Democratic Senate majority.

— “There's the thinking that things are just going to slow down, and it has absolutely not been the case,” K&L Gates’ Karishma Page told PI. Her firm, which represents Starbucks, BNSF Railway, the Consumer Technology Association, TikTok parent company ByteDance and more, brought in $5.5 million in lobbying revenues during the first three months of the year, up from $5.2 million during the same period last year and $5.3 million at the end of 2022.

— “We may not be seeing as much day-to-day legislative activity” right now, Page said. “But what we are seeing are stakeholders that are educating members of Congress, socializing their issues, so that when those vehicles move, they are ready, and they've made their case.”

— "Divided government creates legislative opportunities and our clients want to be in the mix when they emerge," echoed Monument Advocacy CEO Stewart Verdery, whose firm saw lobbying revenues shoot up nearly 18 percent last quarter compared with the first quarter of 2022. "It’s 24/7 for our team," he said.

— Firms continued work on shaping the Biden administration’s implementation of the new infrastructure and climate and tax laws, as well as the CHIPS Act, and expect to stay busy as the year goes on as the White House pursues a more aggressive regulatory agenda. Lobbyists have also already begun laying the groundwork on several major must-pass bills like the FAA, farm bill and defense policy reauthorizations, in addition to trying to push through tax extenders prized by the business community and permitting reforms.

Hunter Bates, a partner at Akin Gump, said in a statement that in addition to those issues, his firm is tracking “increased attention on issues related to climate change, defense authorization, tax, and technology/AI regulation,” as well as issues related to competition with China.

FRANCHISERS MOBILIZE TO BLOCK ARRAY OF POLICY THREATS: Friction between franchisees and their corporate owners “has hit a boil in recent months, as franchisees say they’re being squeezed out of the profits their business generates through new fees, required vendors and constraints on their ability to sell,” The New York Times’ Lydia DePillis reports.

— Franchisees have “found a sympathetic ear in the Biden administration and in several state legislatures, giving rise to a growing wave of proposals to limit the power of franchisers.” But the industry has pushed forcefully on such efforts, and “franchisers have been largely successful in heading off new laws and rules, which the chief executive of McDonald's, Chris Kempczinski, has described as an existential threat.”

FARA FRIDAY: “Foreign agents registered to lobby on behalf of the United Arab Emirates sought to assuage concerns about the Gulf nation’s relationship with Russia in the wake of the Ukraine invasion, according to Foreign Agents Registration Act disclosures filed with the Justice Department,” but reporting on Pentagon intelligence documents allegedly leaked by Massachusetts Air National Guard member Jack Teixeira has cast the U.S. ally in a new light, OpenSecrets’ Inci Sayki and Taylor Giorno write.

— “The UAE spent over $36 million on foreign influence and lobbying in the U.S. in 2022, including hyping its role calling for peace in Ukraine and downplaying its relationship with Russia and OPEC oil production cuts. That’s the country’s highest lobbying expenditure to date, with $25.5 million in government spending and $10.7 million in non-governmental efforts.”

— But one of the leaked documents “analyzed last week by The Associated Press challenges the notion that the UAE is a key U.S. ally with ‘shared interests and common values’ in the region. ‘The UAE probably views engagement with Russian intelligence as an opportunity to strengthen growing ties between Abu Dhabi and Moscow and diversify intelligence partnerships amid concerns of US disengagement from the region,’ the assessment reviewed by the AP read.”

— The Gulf nation rejected that characterization. But it comes as the UAE “has been positioning itself as a mediator in the aftermath of the Ukraine invasion and aligned with U.S. oil output interests, FARA documents filed by firms representing the Emirati Embassy in 2022 reveal.”

MICHEL TRIAL HEADING TO JURY: “The case against a Fugees rapper accused in multimillion-dollar political conspiracies across two presidencies wound down with closing arguments Thursday that capped off a trial that included testimony from actor Leonardo DiCaprio and former U.S. Attorney General Jeff Sessions,” AP’s Lindsay Whitehurst writes.

— “Prakazrel ‘Pras’ Michel is accused of funneling money from a now-fugitive Malaysian financier through straw donors to Barack Obama’s 2012 reelection campaign, then trying to squelch a Justice Department investigation and influence an extradition case on behalf of China under the Trump administration.”

— “‘He willingly broke the law to line his pockets and generate access and influence at the highest reaches of government,’ prosecutor Sean Mulryne said. ‘He wanted money. Lots of it. And he got it.’ The defense argued the Grammy-winning rapper from the 1990s hip-hop group the Fugees simply got bad advice as he reinvented himself in the world of politics.”
