Reminder: Submit Comments on Policy Changes for Quality Payment Program in 2023 Physician Fee Schedule Proposed Rule CMS Email Unavailable between September 2 and September 6, 2022 Reminder: Submit Comments on Policy Changes for Quality Payment Program in 2023 Physician Fee Schedule Proposed Rule Provide Feedback on Proposed Changes to the Quality Payment Program by September 6 The Centers for Medicare & Medicaid Services (CMS) recently issued its proposed policies for the 2023 performance year of the Quality Payment Program (QPP) via the Medicare Physician Fee Schedule (PFS) Notice of Proposed Rule Making (NPRM). The deadline to submit comments on the proposed rule is September 6, 2022. 2023 Policy Highlights The following are some of the key QPP policies that have been proposed in the 2023 PFS Proposed Rule, including proposed updates to the Merit-based Incentive Payment System (MIPS), MIPS Value Pathways (MVPs), and Advanced Alternative Payment Models (APMs): Traditional MIPS Continuing to use the mean final score from the 2017 performance year/2019 payment year to establish the performance threshold for the 2023 performance year/2025 payment year (the performance threshold would be 75 points). Increasing the data completeness threshold to 75% for the 2024 and 2025 performance years. Updating MIPS quality measures and the improvement activities inventory by: Expanding the definition of "high priority measure" to include health equity-related quality measures. Reducing the inventory of quality measures from 200 to 194 through the removal of 15 and the addition of 9 MIPS quality measures (a net decrease of 6 quality measures). Standardizing language related to equity. Adding 4 new improvement activities, modifying 5 existing improvement activities, and removing 6 existing improvement activities. Updating the measure reporting requirements for the Promoting Interoperability performance category, including: A proposal to make the Query of Prescription Drug Monitoring Program (PDMP) measure a required measure beginning with the 2023 performance period. Allowing APM Entities to report Promoting Interoperability at the APM Entity level. Retroactively establishing a maximum cost improvement score of 1 percentage point out of 100 percentage points for the cost performance category, starting with the 2022 performance period. MVPs Introducing 5 new MVPs and revising 7 previously established MVPs for reporting, beginning with the 2023 performance year. Calculating administrative claims measures at the affiliated group Taxpayer Identification Number (TIN) level (of the affiliate group) when reporting as a subgroup. Public Reporting on Care Compare Providing an indicator on individual clinician and group profile pages on Care Compare for those clinicians who provide covered telehealth services. Updating individual clinician profile pages to include information about commonly performed procedures to help patients find clinicians who may appropriately serve their needs. Advanced APMs Removing the 2024 expiration of the 8% minimum on the Generally Applicable Nominal Risk standard for Advanced APMs and making the 8% minimum permanent. CMS is also issuing a number of Requests for Information (RFIs) to solicit feedback on the future of the QPP.
