BYRNE REGISTERS TO LOBBY: Former Alabama Rep. Bradley Byrne has registered to lobby for the first time since leaving office, according to quarterly disclosures filed this month. Byrne returned to his former firm, Mobile-based Adams and Reese, last year after a failed 2020 Senate bid, and told PI at the time he wasn't sure whether he would become a registered lobbyist at the end of his mandatory one-year cooling-off period.

— Byrne's clients are mostly local to his home state, including the governments of Mobile, Daphne, Foley and Baldwin County, Ala.; Troy University; the Alabama Forestry Association; and the South Baldwin Chamber of Commerce. They also include a pair of defense contractors, cyber company Radiance Technologies and engineering firm Torch Technologies.

BANKERS TAP NEW HEAD CONGRESSIONAL LOBBYIST: The American Bankers Association has named Kirsten Sutton executive vice president of congressional relations and legislative affairs for the trade group. Sutton will succeed James Ballentine, who announced in February he would retire as the organization's top lobbyist after two decades with the association.

— Sutton has led the trade group's advocacy on card and payments issues since 2020, and joined it after serving as chief of staff to former CFPB Director Kathy Kraninger and former acting CFPB Director Mick Mulvaney during the Trump administration. She also served as staff director on the House Financial Services Committee under then-Chair Jeb Hensarling.

— "We are thrilled to have Kirsten lead ABA's congressional team at such a pivotal time for the banking industry," Rob Nichols, the association's president and chief executive, said in a statement.

— Sutton's tenure at the consumer finance watchdog will surely be of use as President Joe Biden's CFPB director, Rohit Chopra, an acolyte of Sen. Elizabeth Warren (D-Mass.), signals a crackdown on the industry , including on what the bureau has deemed "exploitative junk fees" that banks charge their customers. The bankers association has also become a key ally in pushing for cannabis banking legislation and will be paying close attention to Biden's nominee to be the Federal Reserve's bank cop.

CHAMBER ASKS SENATORS TO DELAY VOTE FOR FTC NOM: The U.S. Chamber of Commerce today asked members of the Senate to pump the brakes on a confirmation vote for Biden's pick for the Federal Trade Commission, the agency with which the Chamber has sparred in recent months.

— In a letter to Majority Leader Chuck Schumer and Minority Leader Mitch McConnell, Neil Bradley, the group's chief policy officer, noted that Biden's nominee, Alvaro Bedoya, would break the commission's partisan deadlock and allow FTC Chair Lina Khan to advance more of her agenda, which includes increased antitrust and consumer protection scrutiny of the business community. Bradley provided seven questions that he is urging senators to have Bedoya answer before his confirmation vote, including on issues of due process, transparency and agency authority — all areas the Chamber has challenged the FTC on since Khan's ascension to chair.

— "Current leadership of the FTC has engaged in a pattern of conduct that undermines the confidence of the business community in the agency's willingness to fairly and transparently carry out enforcement and rulemakings within the boundaries of congressional authority," Bradley argued, asking senators to "demand clarification" from Bedoya "before full Senate consideration of his nomination."

CHALLENGERS TO DIVISIVE HOUSE REPUBLICANS FIND ALLIES ON K STREET: Primary challengers looking to defeat a trio of House Republicans are finding a willing fundraising base on K Street and among Senate Republicans, Roll Call's Kate Ackley reports.

— "Sen. Thom Tillis plans to appear as a 'special guest' at a fundraiser slated for next week benefiting Chuck Edwards, a primary challenger of embattled North Carolina Rep. Madison Cawthorn, according to an invitation sent to potential donors in the lobbying sector."

— "Edwards, a former McDonald 's employee-turned-franchisee for the burger enterprise, hauled in $310,000 in the first quarter. He disclosed recent donations from the political action committees of McDonald's, the National Association of Realtors and the National Restaurant Association. He'll have more campaign cash to add from next week's event with Tillis, where the hosts include lobbyists Kirsten Chadwick and Aleix Jarvis of Fierce Government Relations, Manny Rossman of Harbinger Strategies and the National Association of Wholesaler-Distributors PAC, among others."

Jennifer Strahan , who is running to oust firebrand Rep. Marjorie Taylor Greene, disclosed a $5,000 donation from Sen. Bill Cassidy's leadership PAC, "as well as donations from the PACs of the Associated General Contractors of America , Business-Industry PAC and the Value in Electing Women (or VIEW) PAC, according to the FEC reports." Even Democratic lobbyist Jeffrey Forbes of Forbes Tate Partners kicked in some cash to Strahan, the filings show.

— "'We've gotten a lot of support from the DC community because they've either had to try to work with MTG's office, or not, and once you meet Jennifer Strahan you want her to be in Congress,' Julie Conway, executive director of VIEW PAC, said. She added that with a business and health care background, Strahan was 'exactly the kind of person we want to have a seat at the table.'"

BROWN TO CHAIR CONSERVATIVE TECH GROUP: Former Ambassador Scott Brown will be the chair of a new coalition of conservative and libertarian groups that are teaming up to counter lawmakers' antitrust push on the Hill, in particular the American Innovation and Choice Online Act, which would bar tech giants from favoring their own products.

— The group, called The Competitiveness Coalition, is being incubated by the National Taxpayers Union and intends to "highlight misguided congressional attempts to overregulate and harm America's job-creating tech sector," which the group praises as "our innovators."

— Brown, a former Republican senator from Massachusetts who served as Trump's ambassador to New Zealand, said in a statement that it was during his tenure there that "I saw first-hand how untrustworthy foreign adversaries, including the Chinese Communist Party, are working every day to weaken America's economic and technological leadership."

— He added that "the threat to U.S. competitiveness is grave as politicians in Washington work to pass a series of dangerous bills that represent nothing more than a power grab and expansion of government," and argued that bills to crack down on tech companies "will hamstring our country's greatest assets in the global tech race, and open the floodgates to bad actors that want to see us fall behind."

— The coalition's members include Americans for Prosperity, Center for Freedom and Prosperity, Competitive Enterprise Institute, Consumer Choice Center, Hispanic Leadership Fund, Information Technology and Innovation Foundation, James Madison Institute, Market Institute, National Taxpayers Union, Pelican Tech & Innovation Center, R Street Institute, Small Business and Entrepreneurship Council, Taxpayers Protection Alliance, Young Voices and the Committee for Justice.

Jobs Report

Omri Rahmil has joined Avisa Partners as senior director, and Alyssa O'Rourke joined as director of business development and marketing. Rahmil most recently served at the State Department on the China desk and in the Bureau of Global Public Affairs and is a Peter Roskam alum, and O'Rourke was previously a senior associate at HM&CO.

Daniel Trope is now head of government affairs for Garmin. He previously was director of government affairs at Swisher.

Curt Villarosa is now a manager of corporate affairs and comms at American Express. He previously was publicity director at ABC News.

Scarlet Oak Strategies has added Simon Behrmann as a senior adviser, Miranda Meyers as a director in the mid-Atlantic region and Emily Shay as an associate in Seattle.

Nina Verghese is joining APCO Worldwide as senior director and head of the campaigns and advocacy practice. She most recently was a principal at Locust Street Group and is a Jon Huntsman, RNC and George W. Bush White House alum.

Ashley Etienne is joining Powell Tate as senior counselor, working with clients at the intersection of public affairs, crisis management, social impact and DEI, per Playbook. She previously was deputy assistant to the president and communications director for Vice President Kamala Harris and is a Nancy Pelosi alum. Etienne will continue to service corporate clients at a firm she launched earlier this year. …

Cooper Smith is now a senior consultant in the national security practice at Guidehouse. He most recently was at Grant Thornton Public Sector, and is a Trump White House, HUD and DHS alum.

David Quam has launched 56 Capitals, a strategy and advocacy firm. He previously was a member of Dentons' public policy practice and co-leader of Dentons 50, and is a National Governors Association alum.

Sydney Gart is joining the finance team of Sen. Maggie Hassan's (D-N.H.) reelection campaign. She most recently has been a brand and marketing associate at Planned Parenthood of Metropolitan Washington.

Whitney Drew has been promoted to be executive director in the mid-Atlantic region for regulatory and political affairs at NextEra Energy Resources. She most recently was senior director for regulatory and political affairs at the company.

— Autonomous trucking and ride-hailing company Aurora has hired Katie McMichael to manage federal government affairs. She was previously executive director at the American Trucking Associations.
