Death toll tops 40 after Ida's remnants blindside Northeast A stunned U.S. East Coast faced a rising death toll, surging rivers, tornado damage and continuing calls for rescue Thursday after the remnants of Hurricane Ida struck the region with record-breaking rain, drowning people in their homes and cars. In a region that had been warned about potentially deadly flash flooding but hadn't braced for such a blow from the no-longer-hurricane, the storm killed at least 45 people from Maryland to Connecticut on Wednesday night and Thursday morning.
In Washington, President Joe Biden assured Northeast residents that federal first responders were on the ground to help clean up. He also made a point to say his infrastructure proposals would shore up areas that will be challenged in the coming decades due to climate change. He argued his plan would make key investments that would make electric grids and transmission lines more resilient to storms, wildfires and floods.
A flash flood warning continued into Thursday in New England, where authorities used boats to rescue 18 people from a neighborhood in Plainville, Connecticut, and 15 people — one in a wheelchair — from a complex in North Kingstown, Rhode Island. A road in Portsmouth, Rhode Island, crumbled. In Frederick County, Maryland, first responders used a boat to rescue 10 children and a driver from a school bus caught in rising waters.
Students in Illinois get five mental health days for the school year A new rule in Illinois will allow students in the state's school system to take off five days a year to tend to their mental health needs. The bill, which was passed in July, means that absent students who take advantage of the new time off will not have to present a doctor's note. They'll also be able to make up all their school work from the day they missed.
According to officials, students are facing unprecedented anxiety these days, as the pandemic presents unique stressors that previous generations didn't have to deal with. The ban from regularly seeing teachers and friends has taken a huge toll on some. Emergencies related to mental health have skyrocketed — with hospitals seeing 24% more visits in young students, and 31% more for children between ages 12 and 17.
Limo operator avoids prison time in crash that killed 20 In 2018, a limousine crashed in upstate New York and killed all 18 inside as well as two pedestrians. The limo was carrying four sisters celebrating the 30th birthday of one of them. The accident occurred when the driver failed to stop at an intersection and careened into a parking lot before crashing into an unoccupied SUV, which struck the pedestrians. All 20 victims died of blunt force trauma.
Federal safety records documented numerous citations for the vehicle in 2018, including having "brakes out of service" and being on the road without proof of proper inspection. Scott Lisinicchia, the limousine driver, was among those killed; his wife said he had complained to the limousine's owner about the condition of the vehicle.
The operator of the company that owned the limousine, Nauman Hussain, will not face time in prison. Hussain was accused of putting the victims in a death trap. One spectator left the hearing, cursing and shouting, "He killed 20 people," before apologizing to the judge on her way out.
