Senate Republicans have blocked Democrats' sweeping elections and ethics reform bill in a 50-50 party-line vote.
The legislation was a top priority for Senate Majority Leader Chuck Schumer and Speaker Nancy Pelosi, but the next steps are murky at best on an issue that Democrats say they need to resolve before the 2022 midterms. Progressives have framed the fight over the legislation as existential for the party.
While the bill had virtually no chance of passing without scrapping the 60-vote threshold, Democrats were able to demonstrate unity by securing the vote of Sen. Joe Manchin (D-W.Va.) to move forward. Manchin was the only Senate Democrat who did not co-sponsor the legislation, but he supported debating the bill in order to amend it.
