Results from the Agency for Healthcare Research and Quality's (AHRQ) 2024 Consumer Assessment of Healthcare Providers and Systems (CAHPS®) Home and Community-Based Services (HCBS) Survey Database are now available. The HCBS CAHPS Survey asks adult Medicaid beneficiaries about their recent experiences with long-term services and supports (LTSS) furnished through state HCBS programs.

The 2024 HCBS CAHPS Survey Database includes 6,053 survey responses submitted by state Medicaid agencies and managed care plans from 24 HCBS programs. Its purpose is to help states and plans to evaluate, compare, and improve the quality of services provided by both fee-for-service HCBS and managed LTSS programs. This database became operational in early 2020; it is a joint project between the AHRQ and the Centers for Medicare & Medicaid Services.

Participating in the HCBS Survey Database is free and open to all states and managed care plans using this survey, provided the questionnaires are administered in a manner consistent with CAHPS guidance and survey data are submitted according to CAHPS specifications.

The de-identified data files at the respondent and program type level are also available for approved research. These data do not identify or permit re-identification of individual respondents or participating organizations.

Among many HCBS measures, the report includes key findings reflecting individuals' experience with physical safety; availability of staff to help with dressing, showering, or bathing; and ratings of personal assistance and behavioral health staff.

The chartbook, a results infographic, and research datasets information may be found on AHRQ's website: Chartbook, Infographic, and Research Datasets. For more information, please email the HCBS CAHPS Database or call the helpline at 1- 855-580-4657.
