1115 Waiver Demonstration - Arkansas Health and Opportunity for Me (ARHOME)

On September 21, 2021, the State of Arkansas submitted an application for a new section 1115 demonstration, "Arkansas Health and Opportunity for Me" (ARHOME). This demonstration would replace the currently approved Arkansas Works demonstration that is set to expire of December 31, 2021. Through ARHOME, Arkansas is proposing to continue to cover the new adult eligibility group by continuing to provide premium assistance to purchase coverage offered by Qualified Health Plans (QHPs) that participate in the individual insurance Marketplace in Arkansas. Arkansas is also requesting authority to continue premiums, cost sharing, and to waive retroactive eligibility. Under the ARHOME demonstration, Arkansas is proposing to include three types of community bridge organizations, called Life360 Homes, to address social determinants of health. The proposal also includes the use of incentives by QHPs to increase the use of preventative health screenings and services as well as incentives to increase the use of employment, education and training opportunities. The federal public comment period will be open from September 24, 2021 through October 24, 2021.
