National Space Council vets sign Oracle

NEW BUSINESS: Days before the Supreme Court dismissed Oracle's challenge of a $10 billion Pentagon cloud computing contract, the software maker and cloud service provider hired three veterans of the Trump administration's National Space Council to lobby on procurement and IT modernization, lobbying disclosures show.

Daris Meeks, former Vice President Mike Pence's top domestic policy adviser who helped manage the revival of the space council; Jared Stout , the council's deputy executive secretary and chief of staff; and Katie Wall, the council's chief of staff, make up the team from Meeks, Butera & Israel that will represent the software giant as it pursues the DoD contract meant to take the place of the winner-take-all JEDI program.

— Oracle, which retains close to two dozen lobbying firms in Washington and which has spent more than $5 million on lobbying this year, also hired Capitol Consulting Group's Stephen Replogle as a subcontractor to Cove Strategies, the lobbying firm run by Matt Schlapp where Replogle previously worked.

Facebook also added a new outside firm to its lengthy roster of lobbyists, according to a newly filed disclosure. The social media giant picked up James "J.D." Derderian and Valerie Henry, former top staffers for the House Energy and Commerce Committee and for its previous chair respectively, as well as Joe Rachinsky and Bryan Wells of Stanton Park Group. They'll lobby for the company, which has come under fire on a number of fronts thanks to a trove of internal documents leaked by a whistleblower, on general issues related to social media networks, the disclosure said.

The National Breast and Cervical Cancer Early Detection Program (NBCCEDP) provides lifesaving cancer screenings in low-income communities, but fewer than 2 in 10 eligible individuals received breast or cervical cancer screenings through this critical safety net program. Lawmakers must take action to end this divide in access to cancer prevention, early detection and treatment. Increased funding for the NBCCEDP will help more individuals get the cancer care they need—and help end this alarming divide.

 

KNOWING 'THE LOBBYIST HUNTER': POLITICO's Hailey Fuchs profiles Ivan Adler, or as he's known on Twitter, "the lobbyist hunter." "Adler, 56, is not in fact a lobbyist. But his job shares some key similarities. He is a recruiter — one of the top in D.C. — who specializes in plucking lawmakers and staffers off the Hill or elsewhere in government and placing them into jobs on K Street, whether it be trade associations, corporations, law practices or lobbying firms."

— "His eponymous firm specializes in matching government relations and public affairs professionals with gigs on 'K Street....and beyond.' His task is to convince the idealists who descended on the nation's capital to become public servants that the lifestyle of influence peddling is more laid back and certainly more lucrative. He maintains that 'nobody has a gun to their head,' but he is, effectively, the doorman for the revolving door. 'Guilty as charged,' he told POLITICO over lunch at one of his regular haunts, having warned that his voice may be a bit 'growly' due to the Red Sox and Patriots games the weekend prior."

— "There are other lobbyist recruiters in Washington, but few if any do it with as much bravado as Adler. His name is well-known among lawmakers who are leaving their posts on the Hill for jobs in the private sector. He's a regular at the city's cocktail circuit, where he knows how to work a room. He's so plugged in, he says, that he is sometimes among the first to know a member of Congress is contemplating whether or not to seek reelection."

FLYING IN: The American Society of Hematology, which represents blood disease scientists and clinicians, hit the Hill virtually this week to meet with lawmakers about passing a bill by Sen. Jacky Rosen (D-Nev.) aimed at expanding access to palliative blood transfusions for patients receiving end-of-life care through Medicare's hospice benefit. The trade group met with more than a dozen offices of members of the Senate HELP and Finance committees, and met with Sens. Ben Sasse (R-Neb.), Sheldon Whitehouse (D-R.I.), James Lankford (R-Okla.), Tina Smith (D-Minn.), Chris Murphy (D-Conn.) and Richard Burr (R-N.C.).

DONOR BEWARE: "This October, as Americans mark another Breast Cancer Awareness month, many organizations and advocates are looking for ways to support the cause. But there's one group donors may want to avoid," The Daily Beast's Roger Sollenberger and OpenSecrets' Anna Massoglia report: The American Breast Cancer Coalition.

— "Although it sounds like a noble charity, the ABCC is actually a political group—and rather than trying to actually address breast cancer, the ABCC appears to be a scheme to extract millions of dollars in donations, mostly from small contributors. In recent robocalls, a feminine voice claims the goal of the group's fundraising is to 'support legislators who will fight for the fast track approval of life-saving breast cancer health bills and breast cancer treatment drugs to the FDA.'"

— "But financial records on file with the Internal Revenue Service tell a different story, reviewed in a joint investigation between The Daily Beast and OpenSecrets, revealing payments to firms with ties to a multimillion-dollar 'scam PAC' network. In May 2019, Bill Davis created the nonprofit, and the group quickly started raising money. In the space of two years, ABCC has brought in nearly $3.57 million, according to IRS filings. But the nonprofit has so far paid nearly every dollar it has raised to fundraising companies. Some of those companies even have ties to a telemarketing kingpin who was fined $56 million last year for bilking donors out of tens of millions of dollars in fake charity contributions."

COINBASE CALLS FOR A NEW CRYPTO REGULATOR: "Add Coinbase Inc. to the ranks of cryptocurrency firms looking to write their own regulation before Washington does. The largest U.S.-based crypto exchange released a policy proposal on Thursday calling for the U.S. government to put a new regulator in charge of digital assets and to create a new set of crypto-specific rules, instead of applying decades-old law that governs the rest of the financial system," Bloomberg's Joe Light reports.

— "'It didn't make sense to take a legacy regulation and somehow transform it into an agency that would be able to look at these markets anew,' Faryar Shirzad , Coinbase's chief policy officer, said at a briefing with journalists. Coinbase's proposal joins a blizzard of papers from the crypto industry laying out broad principles for regulation they believe Congress and the administration should adopt as Washington seeks greater oversight and control of the largely unpoliced market, now more than $2 trillion and growing."

— "The onslaught comes as the White House considers launching a broad initiative to review and coordinate crypto policy across President Joe Biden 's administration. Bloomberg News on Friday reported that the administration is considering an executive order to direct agencies to study various aspects of crypto policy and has mulled appointing a crypto 'czar.'"

Suzanne Beall is joining Amazon as senior manager of public policy. She was most recently vice president of government relations and public policy and counsel at the International Franchise Association and is an alum of the National Association of Home Builders and former Rep. Sandy Levin (D-Mich.).

David Bain is joining INCITS, a division of the Information Technology Industry Council, as executive vice president, per Morning Tech. He was previously executive director of the Tech Integrity Council and vice president of standards for the Telecommunications Industry Association.

Valerie Smith Boyd is now director of the Partnership for Public Service's Center for Presidential Transition, Playbook reports. She most recently was at Zenith Global Partners and is a DHS, CBP and White House alum.

A message from the American Cancer Society Cancer Action Network:

For every person who has cervical cancer detected early through the National Breast and Cervical Cancer Early Detection Program (NBCCEDP), nine others don't have the chance. We must end this divide.

The NBCCEDP provides lifesaving cancer screenings in low-income communities and to uninsured and underinsured Americans, but fewer than 2 in 10 eligible people received breast or cervical cancer screenings through this critical safety net program. Increased funding for the NBCCEDP can help ensure more people get the care they need from the program and may even save states money on treatment costs when cancer is detected at earlier stages.

Tell Congress to take action and prioritize health. Tell Congress to increase funding for the NBCCEDP.
