Rodney Frelinghuysen, who chaired the powerful Appropriations Committee before retiring from Congress in 2018, has registered as a foreign agent representing Mexican Economy Minister Tatiana Clouthier, according to documents filed with the Justice Department. — Greenberg Traurig , the law and lobbying firm where the New Jersey Republican landed last year, has represented Clouthier's agency since 2019, while the U.S.-Mexico-Canada Agreement was being finalized in Congress. According to an updated copy of the Greenberg contract filed with the Justice Department in May, the firm will provide Clouthier "technical advice, analysis and strategy on foreign trade that address and promote Mexico's interests" in the U.S. to help "anticipate or detect possible political and legislative problems that could impact Mexico and become a risk to the bilateral trade relationship." A DOJ filing from May shows Greenberg Traurig was paid $162,000 as part of the contract during the previous six months. — Frelinghuysen joins a team that also includes former Rep. Al Wynn (D-Md.), and in his role will monitor Biden administration officials, members of Congress and their staffs, and advise Clouthier on issues related to implementation of the USMCA, according to a DOJ filing. The 12-term congressman first registered under domestic lobbying laws last spring, and now represents clients like the consultancy McKinsey & Company, Chinese e-commerce giant Alibaba Group Holding Limited and the American College of Rheumatology, according to disclosure filings. Lawmakers must take action to end this divide in access to cancer prevention, early detection and treatment. Increased funding for the NBCCEDP will help more individuals get the cancer care they need—and help end this alarming divide. | | | MORE FALLOUT AT MERCURY: Mercury Public Affairs, which earlier this month saw the mass departure of staffers in its California and London offices, "is now facing an exodus of key personnel in New York City as they prepare to battle Omnicom 's mandated noncompete requirements for departed staff," POLITICO's Sally Goldenberg reports. — "Partner Mike McKeon — who worked for former governors George Pataki and Andrew Cuomo, and on Rudy Giuliani's 2008 presidential race — has indicated he will leave the company, people with knowledge of the matter told POLITICO on the condition of anonymity so they could speak freely about a sensitive personnel matter. Joining him would be Rachel Noerdlinger, another partner at the firm who has long represented [Rev. Al] Sharpton, the people said. John Gallagher, also a Mercury partner, is considering departing as well, they said." — "The pending departures would come on the heels of an exodus of top consultants in the company's California office. Former Democratic politicians Fabian Nuñez, Barbara Boxer and Antonio Villaraigosa recently resigned over financial disputes and Nuñez is alleging Omnicom is blocking them from expanding their business and using noncompete clauses that are barred by California law." — "At issue in New York — where the company has represented prominent real estate developers, Charter Communications and Sharpton's National Action Network — is Omnicom's insistence on restrictive covenants that stipulate departed staffers cannot continue to represent the firm's clients or work together for at least a year." In a lawsuit filed last week in federal court in Manhattan, Omnicom argued, "among other things, that California's Nuñez and [Mercury co-founder] Kirill Goncharenko engaged in an 'unlawful scheme to harm Mercury and further line their own pockets.'" FLYING IN: Members of the Recording Academy met virtually with nearly 200 congressional offices today as part of the academy's efforts to spotlight the producers, engineers, songwriters, composers, mixers, instrumentalists and other creators who contribute to the music recording process behind the scenes. Members met with Reps. Ted Lieu (D-Calif.), Julia Brownley (D-Calif.), Linda Sánchez (D-Calif.), Tony Cárdenas (D-Calif.), Jan Schakowsky (D-Ill.), Tom McClintock (R-Calif.), David Kustoff (R-Tenn.) and Mark Green (R-Tenn.) about the HITS Act, which would make some production expenses tax-deductible, and the American Music Fairness Act, which would require broadcast radio to pay musicians royalties. Jared Huffman's (D-Calif.) guitar. — The Diabetes Patient Advocacy Coalition , which advocates "patient first" policies on diabetes and health care reform, will meet virtually over four days next week with members of Congress and their offices representing 36 states. The coalition, which is made up of people living with diabetes as well as caregivers, health care providers, diabetes organizations and more, will push for bills like H.R. 1577 (117), which would, among other things, require Medicare Part D to cover at least two anti-obesity drugs and cover outside treatments for obesity, and H.R. 2846 (117), which would secure lower medication costs for older people on Medicare. VERIZON TRIES TO ENLIST EMPLOYEES TO SPEAK OUT AGAINST TAX HIKES: "Despite earning record profits and paying one of the lowest effective tax rates — and for several years even a negative tax rate — Verizon is asking its employees to tell Congress to oppose a corporate tax increase favored by the Biden administration," The Intercept's Ken Klippenstein reports. — "'We need you to lend your voice to the fight,' an internal company email, widely distributed to the telecom giant's employees, reads. 'Click here to take action.' The prominent link leads to a form message to send to the employee's congressional representative." The email, which is the latest instance of corporate executives trying to rally the rank and file at their companies to fight legislative proposals from Democrats in Congress, "argues that 'as much as 70 to 85% of the corporate tax is borne by wage earners.'" — "'Urgent Update – Tax increases on the horizon,' reads the subject line of the internal email sent to employees on September 27 by Verizon's Executive Vice President and Chief Financial Officer Matthew Ellis . 'Congressional majorities in the House and Senate are moving forward with a plan to increase the corporate tax rate, which will have a significant impact on you and our economy as it continues to struggle in its recovery from a global pandemic.' Warning that 'one of the most significant problems stemming from having an uncompetitive corporate tax rate is the impact it has on American workers like you,' the memo closes on an optimistic note: 'With the support of this grassroots network, Verizon is going to be on the front lines of this fight.'" — The email notes that "Verizon has for years been 'a leading member' of the RATE Coalition, which stands for Reforming America's Taxes Equitably. The business lobby's members include Lockheed Martin, Disney and AT&T. In March, RATE hired Forbes Tate Partners to lobby against the Biden administration's plan to increase the corporate tax rate. By July, Forbes Tate had shelled out $80,000, according to lobbying disclosure records. Several of the lobbyists were themselves staffers for the congressional leadership now pushing for the tax increase," including Democratic leadership in each chamber. WHITE HOUSE HUDDLES WITH OIL INDUSTRY ON GAS PRICES: "The White House has been consulting with the oil industry to seek a remedy for rising gasoline prices as surging inflation threatens to tarnish the economic recovery," three people familiar with the discussions tell POLITICO's Ben Lefebvre. "The latest outreach to the oil industry is an awkward shift for the Biden administration, which has pledged to move the country away from fossil fuels and has drawn criticism from the industry and Republicans for pausing lease sales of federal land for oil and gas development." — "Oil industry officials and experts said the White House team had experience in renewable energy markets, but relatively few people with detailed knowledge of oil markets — the problem of the moment. 'Senior staff is preoccupied with trying to identify options to bring down oil prices, which they believe are driving [the] inflation uptick,' said Stephen Brown, a longtime energy lobbyist and current strategist with RBJ Strategies . 'Some producers will talk to them, but it is also not like they have a lot of friends in this sector.'" — "One lobbying source described a Tuesday night meeting of White House officials focused on rising oil and gasoline prices. A White House spokesman declined to comment on the meeting or outreach to the oil industry. Increased funding for the NBCCEDP can help ensure more people get the care they need from the program and may even save states money on treatment costs when cancer is detected at earlier stages.
