The Supreme Court ruled Wednesday that Virginia can implement a program to strip potential non-citizens from the voter rolls in advance of next week's presidential election, halting a lower court order that would have restored about 1,600 voter registrations canceled as part of the clean-up. The Justice Department and civil rights groups alleged the program has improperly removed some U.S. citizens from the rolls.
