SINEMA'S TOP AIDE LANDS ON K STREET: Sen. Kyrsten Sinema 's (D-Ariz.) longtime chief of staff has landed on K Street, following almost a decade working for the linchpin of Democrats' legislative agenda. Meg Joseph will join health care-focused government affairs firm Tarplin Downs & Young as a partner next month.

— "Meg has been an invaluable part of my team helping lead our political and policy operations through two terms in the House, our successful Senate campaign, and an incredibly effective four years in the Senate," Sinema said in a statement provided by the firm. "We will miss her leadership in our office, and we wish her continued success in her new role."

— In a press release touting Joseph's new role, the firm noted that Joseph oversaw Sinema's "policy and political work" and coordinated her "careful navigation of her role as a moderate voice in the Senate and a repeated broker of bipartisan agreements" — a list that includes last year's infrastructure package and this summer's gun safety bill.

— Sinema also played a key role in shaping the reconciliation package Democrats passed earlier this year — in particular its provisions allowing Medicare to negotiate the price of certain drugs, which Sinema was instrumental in paring back . Her top adviser will now work for a firm that represents some of that policy's most vocal opponents, including the drugmakers' top trade groups, PhRMA and BIO.

SHORT AND SWEET: "Former Treasury Secretary Steven Mnuchin told a federal jury on Thursday that Thomas J. Barrack Jr. — a longtime friend of former President Donald J. Trump charged with acting as an undisclosed agent of the United Arab Emirates — had sided against his supposed patrons during the 2017 blockade of Qatar," The New York Times' Rebecca Davis O'Brien reports.

— "After serving in leadership roles in the Trump campaign and transition team, Mr. Barrack was not part of the administration, but he continued to serve as an informal adviser on Middle East affairs. Mr. Mnuchin said Mr. Barrack arrived at his office at the Treasury Department the day after Mr. Trump said on Twitter that he supported the blockade."

— "'He came in with the idea of telling me that he thought the president had made a mistake,' Mr. Mnuchin said. 'His position was clearly in support of Qatar,' which he saw as an important ally for the United States, Mr. Mnuchin said. Mr. Barrack asked him to convey that opinion to Mr. Trump, Mr. Mnuchin said."

— Mnuchin invoked executive privilege several times during his roughly half-hour testimony, Bloomberg's Patricia Hurtado, David Voreacos and Zijia Song report, declining to describe internal administration deliberations.

— "Prior to his testimony, prosecutors expressed concern about the possibility of 'bias' due to the former treasury secretary's own dealings with Middle East sovereign wealth funds. US District Judge Brian Cogan agreed there was some concern since the 'UAE is a very important client' for Mnuchin. The judge said the Gulf state would likely prefer not to see someone convicted for trying to surreptitiously influence US policy on its behalf. He said prosecutors could ask Mnuchin about his business dealings with the UAE but not about specific amounts."

AND ANOTHER COMING ATTRACTION: Reuters' Luc Cohen writes that Barrack "is expected to take the witness stand in his own defense next week." Randall Jackson, one of Barrack's attorneys, "said in open court on Friday that Barrack would the stand Friday afternoon. Later, prosecutor Sam Nitze said he expected to take substantial time to cross-examine the current witness, former Barrack lawyer Brady Cassis, meaning Barrack would not take the stand Friday."

FARA FRIDAY: OPEC's decision this month to slash oil output has elicited fierce backlash from Washington, with Democrats vowing retribution against Saudi Arabia for the move, which they argue will boost Russia, and which threatens to send gas prices rising again just before the midterms.

— Behind the scenes, another member of the oil cartel has been seeking to minimize the fallout for its leaders, according to documents filed with the Justice Department this month. Lobbyists at Akin Gump Strauss Hauer & Feld, which represents the UAE, have circulated a Financial Times article previewing Emirati leader Mohammed bin Zayed al-Nahyan's upcoming trip to Moscow.

According to a copy of an email filed with DOJ, the firm wanted to highlight one portion of the report in particular that the UAE had "privately opposed the cut during the OPEC+ meeting, only to be overruled by other members."

James Galkowski is now partner at Silicon Valley Defense Group. He most recently was an MBA candidate at the University of Cambridge and is a U.S. Navy and Trump White House alum.

Boundary Stone Partners has added Alison Kennedy as a vice president and Ashanti Washington as director of strategic communications. Kennedy was most recently an outreach program manager for MassCyberCenter at the Massachusetts Technology Collaborative, and Washington was most recently a confidential assistant and speechwriter for FERC Commissioner Allison Clements.
