| | | | By Caitlin Oprysko | Presented by AT&T | With Daniel Lippman and Steven Overly IRANIAN SCHOLAR CHARGED WITH VIOLATING FARA: The Justice Department announced today it has arrested an Iranian political scientist and scholar for acting as an unregistered agent of the Islamic Republic. According to a complaint unsealed today in federal court in Brooklyn, Kaveh Afrasiabi, an Iranian citizen whose op-eds appeared in outlets including The New York Times to The Guardian, acted on behalf of Tehran's mission to the United Nations, frequently consulting with its diplomatic staff, but did not disclose his relationship with the Iranian government. — According to the indictment, Afrasiabi was paid regularly by Iran, earning $265,000 between July 2007 and this past November, via checks that the Iranian government described explicitly as a "salary." Tehran also compensated Afrasiabi with health care benefits since at least 2011, the indictment said. Prosecutors allege that Afrasiabi lobbied the State Department and at least one member of Congress, who remains unnamed in the indictment, working with the congressman on a letter sent to then-President Barack Obama in December 2009 pertaining to nuclear negotiations with Tehran. He is charged with one count of conspiracy to act as an unregistered foreign agent, and one count of acting as an unregistered agent. He is set to make his first court appearance this afternoon. NEW BUSINESS: Fulcrum Public Affairs has signed five new clients, including New York mayoral candidate Andrew Yang's nonprofit Humanity Forward — which has been on a lobbyist hiring spree over the past month — credit reporting agency Equifax and the Washington Football Team, according to disclosure filings. Ahead of a new push for coronavirus relief, the International Foodservice Distributors Association has hired a team from Brownstein Hyatt Farber Schreck that includes Nadeam Elshami, a former chief of staff to House Speaker Nancy Pelosi, to lobby on "issues associated with the impact of the Coronavirus on the foodservice distribution industry," according to disclosure filings. — Meanwhile Samsung has hired a new team of outside lobbyists from Subject Matter — including Steve Elmendorf, a deputy campaign manager for incoming White House climate envoy John Kerry's 2004 presidential campaign and Cedric Grant, a former chief of staff to House Democratic Caucus Chair Hakeem Jeffries (D-N.Y.). The two will lobby on tax, trade, environment and technology issues. Samsung also retains teams from Arnold & Porter Kaye Scholer, Cove Strategies, BGR and Greenberg Traurig. THE ETHICS GUIDELINES: Biden "will ban his senior presidential appointees from accepting special bonuses akin to "golden parachutes" from former employers for joining the government, while putting in place other expanded revolving-door restrictions in his first days in office," The Washington Post's Michael Scherer reports. — The new ethics guidelines, which Biden is expected to sign sometime this week, "will ban incoming officials from receiving compensation from their previous employer for taking a government job, a practice that has been a flash point for government reform advocates" and it will ban those leaving his administration from lobbying it "for at least the length of Biden's term" with an extra "one-year restriction on assisting lobbying efforts," in an effort to crack down on "shadow lobbying" — another top complaint of good government advocates. — Biden will also reinstate prohibitions dropped by the Trump administration on former lobbyists coming in to work for agencies they recently lobbied without a waiver from the White House counsel. Among those the president has discussed pardoning is Elliott Broidy, the Republican National Committee's former deputy finance director who pleaded guilty last year to failing to register as a foreign agent, Ballhaus reports. — The prospect of last-minute pardons has fueled a lucrative cottage industry for some well-connected Trump allies lobbying to get their clients onto the president's final list, the New York Times' Michael Schmidt and Ken Vogel reported over the weekend. — Brett Tolman , a lobbyist and former U.S. attorney "who has been advising the White House on pardons and commutations, has monetized his clemency work, collecting tens of thousands of dollars, and possibly more, in recent weeks to lobby the White House for clemency for the son of a former Arkansas senator; the founder of the notorious online drug marketplace Silk Road; and a Manhattan socialite who pleaded guilty in a fraud scheme." — While some of the efforts have been more informal, there has been a flood of new lobbying disclosures surrounding clemency grants and pardons since the election. Matt Schlapp, the chair of the American Conservative Union and a fierce Trump defender, was hired last month to lobby for a pardon for Parker Petit, a former pharmaceuticals executive who was Trump's Georgia campaign finance chair in 2016 and who was convicted of securities fraud in November — Schlapp's first new client since the election, according to filings. AMARE ADDS FORMER FLORIDA DEMS HEAD: Juan Peñalosa is joining Amare Public Affairs, the firm founded last year by Nina Turner, a top Bernie Sanders ally who is running for Congress in Ohio. Peñalosa was the executive director of the Florida Democratic Party prior to stepping down a few weeks ago, and previously worked at Mercury , a partner of Amare. Peñalosa will be a managing director at Amare. ABOUT THOSE DONATION PAUSES: Walmart CEO Doug McMillon expects companies withholding their political donations will eventually loosen the purse strings. During a Business Roundtable call Tuesday, McMillon called it "appropriate" for corporations to pause their giving after 147 Republicans voted not to certify President-elect Joe Biden's victory. But he also noted that corporate leaders have long shelled out money to lawmakers with pro-business policies. — "Going forward, those things are still going to be important and not participating in the processes as it's currently laid out could create other issues," said McMillon, the board chair of the group, whose members include the top executives at major U.S. companies. McMillon continued: "Broader election reform would be helpful. I don't know if that's going to happen. But if the rules are going forward as they have been, I think there's still a role for business to play. We just want to do it in a thoughtful way." REVOLVING DOOR WATCH: "Former White House officials and campaign staffers who would typically land plum jobs in corporate America after serving their time are now out in the cold," Playbook reports . "Two former senior White House officials who left in the first three years of the administration said their phones are ringing off the hooks with soon-to-be former Trump officials looking for jobs. 'No one wants to touch them, they're just toxic,' one of the former White House officials said." — Not that toxic, apparently: Playbook reports that some former staffers have found jobs outside the Beltway.
